Anmälan versus bygglov — a notification is not a small building permit

Is a Swedish technical change already a building permit, or have you only been handed a notification form with the same Swedish word “anmälan”? Boverket’s lov-and-notification hub, last changed 13 February 2026 and used here from the PBL Knowledge Bank, says whether a measure needs bygglov, marklov, rivningslov or anmälan depends on what the measure is, how large it is and where it sits. New construction and extension of buildings need a bygglov. So does taking a building into a substantially different use, or fitting a further dwelling. Inside a detaljplan a facade change can need a bygglov. Those are permit objects. Boverket’s anmälan page, last changed 29 January 2026, records a different object: a measure that does not need lov can still need a notification. Planning and Building Ordinance (2011:338) chapter 6 section 1, as worded by Ordinance 2025:979, lists demolition of a building or part of a building whose building area is larger than 50.0 square metres; a change that substantially affects the load-bearing structure; a change that substantially affects fire protection; installation or substantial change of a lift, fireplace, flue or ventilation device; installation or substantial change of a water-supply or sewer installation in a building; and new construction or substantial change of a wind turbine. If the same measure is lovpliktig, Boverket says you file a permit application and you do not also file an anmälan. Planning and Building Act 2010:900 chapter 10 section 3 still says a measure that needs lov or anmälan must not start before startbesked. Chapter 9 section 55, as worded by Act 2025:974, only points to the ordinance for the notification list. Reduced lovplikt in a plan can still leave an anmälan duty; Boverket records that plan rules about reduced lovplikt decided under the current Act expire on 30 November 2027, while older ÄPBL rules can continue. The 1 December 2025 lov reform narrowed a municipality’s power to write new reduced lovplikt. A later ventilation or fire-protection change inside an already permitted hall can sit on the anmälan list. That list is not a second hall bygglov and not a free start. Microsoft’s 16 November 2021 Sweden-region note names Gävle, Sandviken and Staffanstorp. EcoDataCenter names Falun. Google names Horndal. atNorth’s 23 February 2026 SWE04 note names Sollefteå. evroc’s 3 February 2025 note names Arlandastad in Sigtuna. None of those pages is an anmälan file or a startbesked. The building-permits page already owns what a bygglov examines. The startbesked page already owns the start gate. The marklov page already owns the ground-works object. This page only asks which published paper the hall file is sitting on. This is orientation, not counsel.

Reading order

Seat the measure before any municipal apply-here page. Boverket’s 13 February 2026 hub says lov or anmälan depends on the measure, its size and its place. Write those three facts on one line before you say the hall needs “only a notification.” A new hall building is a nybyggnad. That object sits on the bygglov row unless a named statutory exception actually applies.

Then keep the anmälan list on its own row. Ordinance chapter 6 section 1, as Boverket records it on 29 January 2026, is a closed list of technical and demolition measures that do not already need lov. A ventilation device, a fire-protection change or a load-bearing change can sit there after the hall already has a bygglov. That later paper is not a second hall permit.

Then keep the no-double-paper rule and the start gate on separate rows. If the measure is lovpliktig, Boverket says you file the permit and you do not also file an anmälan. Chapter 10 section 3 still forbids start before startbesked for both lov and anmälan. A filed notification without the start notice is not a free start.

Then keep named project rows as geography. Microsoft Gävle–Sandviken–Staffanstorp, EcoDataCenter Falun, Google Horndal, SWE04 Sollefteå and evroc Arlandastad stay operator papers. This register does not publish an anmälan file or a startbesked for those cadastral units.

  • A new hall building is a nybyggnad until a named exception is shown.
  • Anmälan is a closed ordinance list for measures that do not already need lov.
  • If the measure needs lov, Boverket says you do not also file an anmälan.
  • Both lov and anmälan still wait for startbesked.

What a bygglov clock and an anmälan clock actually measure

A bygglov measures whether the municipality may permit a named lovpliktig measure against the plan and the Planning and Building Act. Boverket’s hub keeps new construction, extension, change of use and certain facade works on that row. It is not a startbesked and not a notification.

An anmälan measures that a listed technical or demolition measure, which is not already lovpliktig, has been put in front of the building committee. Ordinance chapter 6 section 1 is the list. Boverket’s general advice 2012:12 gives examples of what “substantial” can mean for fireplaces, ventilation and fire protection. Those examples are handbook sentences. They are not a hall classification.

Reduced lovplikt measures a plan exception, not a vanished process. Boverket says anmälan can still be required when a plan has taken a new building or extension off the bygglov list. Rules written under the current Act expire on 30 November 2027. Older ÄPBL rules can continue. The 1 December 2025 reform narrowed new reduced lovplikt. Do not treat a 2026 plan slogan as a vanished anmälan.

Operator notices measure existence and intention, not the municipal file. A named campus town is a paper-class geography. It does not prove whether the next paper is a bygglov, an anmälan or a startbesked.

No cited source here publishes a project-specific anmälan, a startbesked or a reserved hall megawatt created by a notification form.

A matrix instead of one notification slogan

Draw one page with object rows and evidence columns. Bygglov, anmälan, reduced lovplikt, startbesked and a named campus town are different columns. Empty cells stay empty. A campus press note is a geography footnote, not a municipal file.

Do not invent a hall week or a hall megawatt from the ordinance list. Those remain statutory classes from two dated Boverket pages.

Common misreads

The first misread is to treat anmälan as a small bygglov. The statute split them. The ordinance list is not a permit examination. The second is to treat a filed notification as a free start. Chapter 10 section 3 still waits for startbesked. The third is to treat a hall newbuild as an anmälan because a later ventilation change will sit on the list.

The fourth is to treat reduced lovplikt as a vanished process. Boverket keeps the anmälan row and the 30 November 2027 clock. The fifth is to treat a named campus town as proof that a hall already sits inside a named Swedish notification file. The sixth is to invent a hall megawatt. The seventh is to collapse this page into the marklov page or the startbesked page.

What to ask next

Ask which measure anyone is quoting — new hall, later ventilation, fire-protection change, demolition — and which dated municipal file you actually hold. Ask whether the measure is lovpliktig before anyone files an anmälan. Ask whether a startbesked already exists.

Then open the building-permits page, the startbesked page, the marklov page and the kontrollplan page. If the operator will not name the measure and the paper class, record the gap. Do not fill it from a notification slogan. This page is not legal advice.

What this does and does not prove

This page proves that Boverket already publishes bygglov and anmälan as two different Planning and Building Act objects, that the ordinance list is a closed technical and demolition list, and that both objects still wait for startbesked — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall sits inside a named notification file. It does not invent a municipal week for Horndal or Arlandastad. It does not treat a campus press note as an anmälan.

Empty cells stay empty. Until a later primary source names the measure, the paper class and the dated municipal file, the notification clock stays a method, not a census. DataCenterSweden records the method.
