A technical consultation is not a startbesked — PBL chapter 10 is a later meeting

Reading order

Name the meeting before you name the start. Chapter 10 section 14 is a duty on the building committee to call a consultation after a lov or an anmälan, not a product a hall can print on a brochure. Write who was invited, on which date, for which measure, before you say works “may start.”

Then keep the five-working-day paper clock on its own row. Section 18 measures when the two plans and the extra technical papers must reach the committee. Boverket’s page, citing proposition 2025/26:172 pages 115–116, says the committee may set a shorter or longer deadline. That clock is not a startbesked and not a reserved megawatt.

Then keep the agenda, the minutes and the later start gate on separate rows. Section 19 is a list of questions. Section 21 is a minutes duty. Section 23, already owned next door, is the written start. Do not collapse a calendar invitation into a startbesked.

Then keep named project rows as geography. Microsoft, Falun, Horndal, SWE04 Sollefteå and evroc Arlandastad stay operator papers. This register does not publish a section 14 invitation or section 21 minutes for those cadastral units.

What the consultation, the paper clock and the minutes actually measure

The consultation measures a named agenda, not a kick-off slogan. Section 19’s nine rows include planning and organisation, the two plans, expert-control need, waste identification, workplace visits, a completion guarantee, setting-out, further papers and further meetings. Boverket’s page adds that the committee should, in the agency’s view, also clarify whether a climate declaration is required. That walk-through is not a climate-declaration filing and not a startbesked.

The paper clock measures delivery of named files. Section 18’s five working days, or the committee’s own deadline, is a filing test. Boverket says a digital meeting is still a meeting: there is no requirement that everyone sit in the same room. A video call that never received the two plans has not yet shown section 18.

A missing consultation measures a different statutory door. Planning and Building Ordinance (2011:338) chapter 7 section 5, as worded by Ordinance 2025:979, lists measures that do not need a kontrollansvarig — including an action concerning a transformer station. The committee may still decide that one is needed. Section 22 says that where section 14 does not require a consultation, the committee shall give a startbesked in the lov decision or as soon as possible afterwards, or order missing papers. Those doors are not a hall exemption from chapter 10.

Minutes and later start papers sit on later desks. Section 21 is a minutes duty. Section 20 is an information duty about other authorities’ permits; Boverket says it is not a guarantee that every other permit has been named. Large projects may need more than one consultation; the startbesked should then say when and how. None of those rows is a reserved megawatt.

What named primary sources show

Plan- och bygglagen chapter 10 sections 14, 18, 19, 20, 21 and 22, read here as Boverket quotes them in the 2026:712 wording, remain the statute. Section 23 remains the neighbouring start gate. Do not invent a data-centre paragraph.

Boverket’s technical-consultation page is the dated agency desk used here. Planning and Building Ordinance chapter 7 section 5, as worded by Ordinance 2025:979, remains the list of measures that ordinarily do not need a kontrollansvarig. Named operator rows remain geography.

No cited source here publishes a project-specific section 14 invitation, section 21 minutes or a reserved hall megawatt created by a kick-off slide.

A matrix instead of a kick-off slogan

Draw one page with object rows and evidence columns. The section 14 call, the section 18 papers, the section 19 agenda, the section 21 minutes, a startbesked and a named campus town are different columns. Empty cells stay empty.

Do not invent a hall kick-off week from Boverket’s digital-meeting sentence. That sentence only says a meeting need not be in one room.

Common misreads

The first misread is to treat a calendar invitation as a startbesked. Section 14 is a call. Section 23 is the start gate. The second is to treat a video call without the two plans as section 18. The third is to treat PBF chapter 7 section 5’s transformer-station row as a hall exemption from technical consultation.

The fourth is to treat a named campus town as proof that minutes already exist. The operator page named a town. It did not publish the consultation paper. The fifth is to treat the climate-declaration walk-through as a filed declaration. The sixth is to invent a kick-off week. The seventh is to collapse this page into the startbesked page or the control-plan page.

What to ask next

Ask which dated paper anyone is quoting — a section 14 invitation, section 18 filings, section 19 agenda notes, section 21 minutes or only a calendar hold — and which cadastral unit it names. Ask whether a startbesked has actually been written afterwards.

Then open the startbesked page, the control-plan page, the climate-declaration page and the building-permits hub. If the operator will not name the consultation object and the date, record the gap. Do not fill it from a kick-off slide. This page is not legal advice.

What this does and does not prove

This page proves that Boverket already publishes technical consultation as a chapter 10 meeting with a written call, a five-working-day paper clock, a nine-row agenda and a minutes duty — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall holds dated minutes. It does not invent a kick-off week for Horndal or Arlandastad. It does not treat a campus press note as a startbesked.
