1. Choose your investment route

Start with what you intend to own, develop or buy. A greenfield land acquisition, an investment in a development company and a colocation agreement call for different counterparties and different evidence. Set the route before comparing locations.

• Develop a new facility: evaluate land control, utility connections, planning, design and delivery responsibility together.
• Invest in an existing project or platform: examine ownership, development obligations, contracts and the status of each phase.
• Lease colocation capacity: define the IT load, service requirements, fit-out scope and commercial start date with the operator.
• Seek a development partner: agree who brings the land, capital, power process, delivery capability and customer relationships.

2. Write a brief that a local team can act on

A useful first brief fits on one page. Give ranges where your design is still developing and identify which requirements are essential. A target date is most useful when it is linked to a phased load profile and a clear definition of operational readiness.

1. Workload and business model: cloud, colocation, AI training, inference or enterprise use.
2. Initial and ultimate IT load; distinguish it from the total facility demand at the grid connection.
3. Preferred regions, latency requirements and any proximity to customers or partners.
4. Land and building needs, rack density, cooling approach, water requirements and expansion options.
5. Target operational date, phasing, resilience requirements and tolerance for delays.
6. Investment structure, decision process, budget range and the contact responsible for next steps.

3. Build a regional shortlist

Use the regional profiles to understand the projects and local context covered by this register. Then compare candidate sites against the same brief. Record missing evidence beside the relevant question so it becomes an action for the next meeting.

Keep market research and marketed opportunities distinct. An operator’s presence helps you understand a cluster, but a project profile does not establish that the land, company or capacity is available for a transaction.

4. Request evidence before committing

Organise due diligence around the decisions that would change your investment case. For each open point, assign an owner, the document needed and the decision it affects. Use specialist reviews to turn a promising location into a defensible proposal.

Svenska kraftnät describes its transmission capacity map as indicative and says it does not cover the capacity situation in underlying networks. A candidate site therefore needs its own connection assessment with the relevant network owner.

5. Bring the right people into the conversation

An initial team may include the landowner or authorised representative, municipality, network owner, fibre providers and independent technical, legal and environmental advisers. Ask each participant to confirm what they are responsible for and which decisions sit elsewhere.
