Kontrollplan is not a startbesked — a control matrix is not a hall go-ahead
Does a Swedish hall already have a lawful start because someone circulated a control-plan matrix, or because the building committee has issued a startbesked that actually fixes that plan? Boverket’s kontrollplan page, last changed 1 July 2026 and used here from the PBL Knowledge Bank, says a control plan under the Planning and Building Act is the document that holds the most important checks so the measure can be assumed to meet society’s requirements. The developer is responsible for preparing and following it. Where a kontrollansvarig is required, that officer helps. Chapter 10 section 6, quoted on that page in the wording according to Act (2026:712), says the plan shall state which checks will be made and against which requirements, who will make them and how, which notices go to the building committee, and which site visits the committee should make and when. Chapter 10 section 6 a lets the committee decide, in the individual case, that a simpler measure needs no plan. Chapter 10 section 5 a says the developer shall see that a permit- or notification-required measure is checked according to the control plan and the waste-handling plan that the committee fixes in the startbesked. The developer shall submit the proposed control plan and waste-handling plan no later than five working days before the technical consultation, or within the time the committee sets (chapter 10 section 18). Boverket’s technical-consultation page says the committee shall call that meeting, without delay after a permit or a notification, if a kontrollansvarig is required, if the meeting is not obviously unnecessary, or if the developer asks. Boverket’s kontrollansvariga page, quoting chapter 10 section 11 as amended by Act (2026:712), lists the officer’s duties: help draft the plan, see that checks are done, report deviations, attend consultations and site visits, and leave an opinion as underlag for slutbesked. The startbesked page already owns the start gate. This page only asks which published control object the hall file is sitting on.

Reading order
Seat the paper class before you compare slogans. A proposed control plan is a developer draft. A plan fixed in a startbesked is a later municipal paper. A kontrollansvarig certificate is a person paper. A technical-consultation minute is a meeting paper. A startbesked is the start gate. Write the class and the date on one line before you say construction is cleared.
Then read chapter 10 section 6 as a contents rule, not as a go-ahead. The plan shall name the checks, the requirements, the checker, the method, the notices and the suggested site visits. Chapter 10 section 7 says the plan must be adapted to the case so that the essential technical requirements, the prohibition on distortion and the care requirements can be secured. A generic matrix copied from another hall is not that adaptation.
Then keep the five-day clock and the consultation call on their own rows. Chapter 10 section 18 is a submission clock before the meeting. Chapter 10 section 14, on Boverket’s technical-consultation page, is a call duty after lov or anmälan. Chapter 10 section 19 lists what the meeting treats: organisation, the proposed plans, expert-check need, waste identification, site visits, completion protection, setting-out, further documents and further meetings.
Then keep named project rows as paper types. evroc’s 3 February 2025 Arlandastad dates are company expectations. Google Horndal’s groundbreaking is an operator event. This register has Boverket guidance but no project-specific control plan, kontrollansvarig appointment or technical-consultation minute for those halls.

What a control clock and a start clock actually measure
Chapter 10 sections 6–8 measure a verification design, not occupancy. The plan states checks against the essential technical requirements in chapter 8 section 4, the distortion prohibition and the care requirements. It also states whether checks sit inside the developer’s documented self-check or with an expert. Risk of serious personal injury or disturbance to society or the environment weighs on the expert-check need.
Chapter 10 section 5 a measures a later fixing act: the committee fixes the control plan and the waste-handling plan in the startbesked. A circulating matrix that has not been fixed is still a draft. The startbesked page already owns the prohibition on starting without that notice.
Chapter 10 section 6 a and the byggbedömare sentence on the same Boverket page measure exceptions, not a hall shortcut. The committee may drop the plan for a simpler measure. If execution control is performed by a byggbedömare, Boverket says the control-plan duty does not apply to that execution. Those exception rows stay exception rows. A data-hall envelope is not a fence or a sign in Boverket’s simpler-measure examples.
Chapter 10 section 11 measures an officer’s duties, not a campus census. The kontrollansvarig must be certified and independent of the person who performs the works. The officer helps draft the plan, follows the checks, reports deviations, attends the meeting and site visits, and leaves an opinion for slutbesked. An officer who leaves must be replaced. Those are process facts. They do not name a kontrollansvarig at Horndal or Arlandastad.

Boverket’s kontrollplan page remains the dated national commentary for chapter 10 sections 5 a, 6, 6 a, 7, 8, 8 a and 18, including the five-day submission clock and the sentence that the committee fixes the plan in the startbesked. The page used here was last changed 1 July 2026.
The kontrollansvariga and technical-consultation pages remain the dated sources for chapter 10 sections 11, 14 and 19. The startbesked page remains the start-gate letterhead. Named operator rows remain land and event papers.
No cited source here publishes a project-specific control plan, officer appointment or consultation minute for a named Swedish hall.
A matrix instead of a control-plan slogan
Draw one page with paper-class rows and evidence columns. Draft plan, technical consultation, fixed plan in startbesked, kontrollansvarig opinion and slutbesked are different columns. Empty cells stay empty. A five-day submission is a process footnote, not a start column.
Do not invent a hall inspection census from Boverket’s contents rule. The named halls stay without a published control file in this register.

Common misreads
The first misread is to treat a circulating control-plan matrix as a startbesked. Chapter 10 section 5 a says the committee fixes the plan in the start notice. The second is to treat the five-day submission as a construction start. The third is to treat a kontrollansvarig certificate as proof that works have begun.
The fourth is to copy another hall’s matrix and call it adapted. Chapter 10 section 7 requires case-specific detail. The fifth is to treat a byggbedömare exception as a data-hall shortcut. The sixth is to invent an officer name or a consultation minute for a named campus. The seventh is to collapse this page into the startbesked page.
What to ask next
Ask which paper class anyone is quoting — draft plan, consultation minute, startbesked with a fixed plan, or kontrollansvarig opinion — and which dated municipal decision you actually hold. Ask whether a five-day submission has been treated as a start. Ask whether the plan has been adapted to this envelope.
Then open the startbesked page, the building-permits page and the construction-start page. If the operator will not name the fixed plan and the officer role, record the gap. Do not fill it from a matrix slide. This page is not legal advice.

What this does and does not prove
This page proves that Boverket already publishes the control plan as a case-specific verification document that the committee fixes in the startbesked, that a kontrollansvarig is a certified independent officer, and that a circulating matrix is not that start gate.
It does not prove that a named Swedish hall holds a fixed plan. It does not invent an officer or a consultation minute. It does not treat a draft as occupancy.
Empty cells stay empty. Until a later primary source names a project-specific control plan fixed in a startbesked, the control clock stays a method, not a census.
