Marklov versus bygglov — the ground-works permit is a different Plan- och bygglagen object

Reading order

Seat chapter 9 section 47 before any municipal apply-here page. Marklov is its own object: a height change of more than half a metre on the worked part of the plot, actions a detailed plan requires a marklov for, and — where the plan still says so — trees, forestry or permeability. Write the measured part of the plot and the plan sentence on one line before you say grading is free.

Then keep chapter 9 section 50 on its own row. No separate marklov is required when a bygglov already covers the same ground works. Then keep förhandsbesked and startbesked on later rows. Förhandsbesked cannot be sought for marklov. A marklov is not a startbesked. After 1 December 2025 a plan cannot introduce a new expanded tree or permeability lovplikt. Reduced lovplikt in a PBL plan expires on 30 November 2027. Those dates are handbook facts. They are not a hall calendar.

What a marklov clock and a bygglov clock actually measure

A marklov measures whether the named ground works may be carried out under the plan and the statute. It does not measure the building’s use, the fire section or a reserved feeder. A bygglov measures the building object. When the same application already covers the grading, chapter 9 section 50 keeps a second ticket off the desk. When it does not, the grading still needs its own paper.

The 0.5-metre trigger measures the worked part of the plot. Boverket’s case cite, MÖD P 7602–17, refuses a convenient far-corner reading. A campus-scale cut-and-fill story that never names the measured part is not a marklov file.

The building committee’s prövning of a marklov is not a plan comment and not an environmental permit. Neighbours, the plan’s use provisions and related PBL chapters stay on their own rows. A voluntary marklov under chapter 9 section 52 is still a marklov, not a reserved hall.

What this page does not prove: that every Swedish hall pad needs a marklov; that a 0.5-metre cut on a campus is already measured; that a municipal fee exists at a named number; or that a startbesked has been issued. Those facts need the municipal file.

Planning and Building Act 2010:900 chapter 9, and chapter 4 section 10 for plan-required tree, forestry and permeability rules, remain the statutory papers. The förhandsbesked page in this register remains the source for the sentence that förhandsbesked cannot be sought for marklov. Named operator rows remain geography.

No cited source here publishes a measured 0.5-metre cut, a marklov decision or a municipal fee for a named Swedish hall.

A matrix instead of a grading-is-free slogan

Draw one page with object rows and evidence columns. Marklov, a bygglov that covers the same work, förhandsbesked, startbesked, a plan rule on trees and a named campus town are different columns. Empty cells stay empty. A campus press note is a geography footnote, not a grading decision.

Do not invent a hall pad or a municipal fee from the 0.5-metre sentence. That remains a statutory trigger from one dated Boverket page.

Common misreads

The first misread is to treat marklov as a small bygglov. The statute gave it its own section. The second is to measure the 0.5-metre trigger against a convenient far corner of the property. Boverket’s case cite measures the part of the plot where the work happens. The third is to read chapter 9 section 50 as “grading is free because a hall will need a bygglov later.”

The fourth is to apply for förhandsbesked to test a marklov question. The handbook says that paper cannot be sought. The fifth is to treat a marklov as a startbesked. The sixth is to invent a municipal fee or a hall megawatt. The seventh is to collapse this page into the förhandsbesked page or the kontrollplan page.

What to ask next

Ask whether the detailed plan already sets the finished levels, whether the measured cut exceeds half a metre on the worked part of the plot, and whether a bygglov application already covers the same ground works. Keep förhandsbesked and startbesked on later rows.

Then open the building-permits page, the förhandsbesked page, the startbesked page and the detaljplan hub. If the operator will not name the measured part of the plot and the plan sentence, record the gap. Do not fill it from a site-preparation slide. This page is not legal advice.

This page proves that Boverket already publishes marklov as its own chapter 9 object, with a half-metre trigger on the worked part of the plot and a no-separate-marklov rule when bygglov already covers the same work — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall pad needs a marklov. It does not invent a measured cut for Horndal or Arlandastad. It does not treat a campus press note as a grading decision.
