Line concession — linje, område, IKN and the connection agreement are four different papers

Reading order

Seat Ellagen chapter 2 before any grid-customer portal. Section 1 is the prohibition: no strong-current line without a network concession. Section 2 is the split: linje with a determined route, or område. Write the paper class on one line before you say the feeder is cleared.

Then keep Ei’s examination and the station object on separate rows. Ei decides under the Electricity Act and the Environmental Code. It does not permit the station as such. The 1 March 2025 overhead-line rule for alternating current at 130 kV or more is a line-construction paper, not a hall energisation date.

Then keep IKN, the connection agreement and the reservation on later rows. IKN is an exemption ordinance. Ei’s examples are house-scale. A connection agreement can exist while the line paper is still missing, and the line paper can exist while the customer-track bargain is still missing. The 9–20 month clock already lives on the substation-lead-times page. This page will not invent a new week.

What a concession clock and a reservation clock actually measure

A line concession measures that a named route may be built and used as a strong-current line. An area concession measures that a named area may be developed as a network without a new line concession for every internal stretch that the area paper covers. Neither paper is a customer reservation.

An IKN finding measures that a listed installation sits outside the concession duty. Stretching that finding over a campus feeder is a misread unless Ei’s file actually says so. A five-year build duty after laga kraft measures an obligation to build the conceded line. It does not measure hall energisation.

A connection agreement measures the customer-track bargain. The early-indication page and the demand-connection-code page already own neighbouring customer papers. Keep both sentences on the desk: the line paper can exist without the bargain, and the bargain can exist without the line paper.

What this page does not prove: that a named Swedish hall holds a line concession; that an IKN label covers a campus feeder; that a five-year build duty has started; or that a hall week has been measured. Those facts need Ei’s file or the network owner’s file.

What named primary sources show

Ellagen 1997:857 chapter 2 remains the statutory prohibition and the linje-versus-område split. Ei’s concession overview, line-concession page and technical-description page remain the dated handbook sources, including the 1 March 2025 overhead-line rule. Förordningen (2007:215) remains the IKN exemption paper.

Ei’s 2024 concession-times statistics and the concession-handling pages remain the dated clock sources already used on the substation-lead-times page. Svenska kraftnät’s connection pages remain the customer-track letterhead. Named operator rows remain geography.

No cited source here publishes a project-specific line concession, area concession or IKN decision for a named Swedish hall.

The first misread is to treat a connection agreement as a line concession. They are different papers. The second is to stretch an IKN house-scale example over a campus feeder. The third is to treat Ei’s examination as a station permit. Ei does not permit the station as such.

What to ask next

Ask which paper class anyone is quoting — linje, område, IKN, connection agreement or reservation — and which dated Ei or network-owner file you actually hold. Ask whether a house-scale IKN example has been pasted onto a campus feeder. Ask whether a processing week has been invented instead of read from the sister page.
