Detailed development plans
A detaljplan is the municipal instrument that binds land use and building rights for a defined area. Getting one adopted can require investigations, consultation (samråd), a public review (granskning) and a political decision that can be appealed. English nicknames such as “rezoning” hide those steps. Read Boverket for the current procedure. This page is orientation.

Terms to keep in Swedish
Do not stamp every Swedish decision with a single “final and unappealable” checkbox.
- detaljplan — binding plan.
- översiktsplan — comprehensive plan, not a building right.
- samråd / granskning — consultation stages.
- laga kraft — when a decision can no longer be appealed; meaning depends on the case type.
