Planbesked is not a detaljplan — a four-month yes is not a building right
Does a Swedish plot already have zoning because a municipality issued a positive planbesked, or because a detaljplan has been adopted and gained legal force? Boverket’s planbesked page, used here from the PBL Knowledge Bank, says a planbesked is a written, motivated yes or no on whether the municipality will start detailed-plan work (Planning and Building Act chapter 5 sections 2–5). If the answer is yes, the notice shall state estimated times for starting and adopting the plan and may point to planning documents. If the answer is no, it shall state the reasons. The clock is four months from a complete request unless the parties agree otherwise. A fee may be charged (chapter 12 section 8). A planbesked is not binding and cannot be appealed (chapter 13 section 2). It is not a detaljplan, not a building right, not a bygglov and not reserved megawatts. Named municipal examples already in this register stay examples of that paper class. Borlänge’s environment and planning board, on 29 January 2026, gave a positive plan notice for part of Kvarnsveden 3:392 to EcoDC Borlänge AB, with a five-year lapse if a plan agreement is not signed and an estimated adoption in 2027. Tierp’s 21 May 2025 notice is a positive planbesked for about 400 hectares at Mehedeby for a datacentre purpose; the municipal page leaves the applicant unnamed. Strömstad’s executive board, on 17 September 2025, gave a positive planbesked under chapter 5 section 2 for Skärje 1:9 at Tolvmanstegen, judged able to be adopted by 30 June 2027. Those dates are process facts. They are not adopted plans. The detaljplan hub and the how-to-read page already own the later plan papers. This page only asks which published object a “site is zoned” slogan is actually sitting on. This is orientation, not counsel.

Reading order
Seat the paper class before you compare slogans. An översiktsplan is guidance. A planbesked is a written yes or no on starting plan work. A plan assignment and a plan agreement are later process steps. Samråd and granskning are later consultation steps. Antagande and laga kraft are the adopted-plan facts. Bygglov and startbesked come later still. Write the class and the date on one line before you say the site is zoned.
Then read Boverket’s four-month clock as a process clock, not as a building right. The municipality shall give a written, motivated planbesked within four months of a complete request unless another time is agreed. A yes shall include estimated start and adoption times. A no shall include reasons. The notice is not binding and cannot be appealed. A fee may be charged. Those are national commentary facts. They do not reserve megawatts.
Then keep named municipal examples on their own cadastral rows. Borlänge 29 January 2026 is a positive notice for part of Kvarnsveden 3:392, applicant EcoDC Borlänge AB, five-year lapse without a plan agreement, estimated adoption 2027. Tierp 21 May 2025 is about 400 hectares at Mehedeby for a datacentre purpose, applicant unnamed on the municipal page. Strömstad 17 September 2025 is Skärje 1:9 at Tolvmanstegen, chapter 5 section 2, estimated adoption by 30 June 2027, about 120 hectares in the minutes. Estimated adoption is an estimate. It is not antagande.
Then keep grid and heat out of the planbesked folder. A positive notice does not create a förhandsbesked, a signed connection agreement or a district-heat contract. Strömstad’s minutes mention expected surplus-heat follow-on effects as a planning motive. That motive is not a signed offtake. Borlänge’s later municipal plan page, last updated 13 August 2026 on the neighbouring news note, can record processing ahead of review without converting January’s notice into an adopted plan.

What a planbesked clock and an adoption clock actually measure
Chapter 5 sections 2–5 measure a start-of-planning decision, not a land-use right. The municipality answers whether it will start detailed-plan work. The written notice must be motivated. A yes carries estimated times and may list underlag. A no carries reasons. Treating that yes as “the site is zoned” imports a foreign word into a Swedish file.
The four-month clock measures completeness of the request, not construction. Time runs from a complete request unless another period is agreed. A late or incomplete request does not start the clock. A fee under chapter 12 section 8 is a fee. It is not a reservation payment for megawatts.
Chapter 13 section 2 measures finality of a different kind: the notice cannot be appealed and is not binding. The municipality can later start, pause or decline plan work on other grounds. A five-year lapse clause, as in Borlänge’s 29 January 2026 minute if no plan agreement is signed, is a process fact on that minute. It is not a hall start and not a megawatt.
Named area figures stay area figures on their own minutes. Tierp’s about 400 hectares and Strömstad’s 120 hectares are planbesked areas. They are not hall envelopes and not reserved offtake. Strömstad’s later establishments page, last updated 22 January 2026 on the neighbouring news note, can name Orvelin Group and about 40 hectares for a centre building without converting September’s notice into an adopted plan. This page does not attach a project identifier where the register has none.
Later PBL papers stay later papers. An adopted detaljplan, a bygglov and a startbesked each need their own dated decision. The how-to-read page already owns use, height and prickmark on an adopted plan. The startbesked page already owns the start gate. A constructive planbesked does not skip those files.
What named primary sources show
Boverket’s planbesked page remains the dated national commentary for chapter 5 sections 2–5, the four-month clock, the fee, and the not-binding / not-appealable sentence. Keep those rules attached to that letterhead.
Borlänge’s 29 January 2026 board minute remains the dated Kvarnsveden planbesked source. Tierp’s 21 May 2025 notice remains the dated Mehedeby source with an unnamed applicant. Strömstad’s 17 September 2025 executive-board minutes remain the dated Tolvmanstegen source.
No cited source here publishes an adopted detaljplan, a bygglov or a reserved megawatt created by those planbesked.
A matrix instead of a zoned-site slogan
Draw one page with paper-class rows and evidence columns. Planbesked, plan assignment, plan agreement, adopted detaljplan, bygglov and reserved megawatts are different columns. Empty cells stay empty. A four-month yes is a process footnote, not a building-right column.
Do not invent an adopted campus from a positive notice or from an estimated adoption year. Those remain different objects from different dates.

Common misreads
The first misread is to treat a positive planbesked as an adopted detaljplan or as a building right. Boverket says it is neither. The second is to treat the four-month clock as a construction timetable. The third is to treat an estimated adoption year — 2027 in Borlänge or 30 June 2027 in Strömstad — as antagande.
The fourth is to invent an applicant name for Tierp’s Mehedeby notice. The municipal page leaves the applicant unnamed. The fifth is to treat Strömstad’s surplus-heat motive as a signed offtake. The sixth is to convert hectares into hall megawatts. The seventh is to collapse this page into the startbesked page or the how-to-read page.
What to ask next
Ask which paper class anyone is quoting — planbesked, plan assignment, plan agreement, adopted detaljplan or bygglov — and which dated municipal decision you actually hold. Ask whether an estimated adoption has been treated as antagande. Ask whether a hectare figure has been converted into megawatts.
Then open the detaljplan hub, the how-to-read page and the startbesked page. If the operator will not name the notice and the cadastral identity, record the gap. Do not fill it from a zoned-site slide. This page is not legal advice.

What this does and does not prove
This page proves that Boverket already publishes planbesked as a written, non-binding, non-appealable yes or no on starting plan work, and that named municipal notices in Borlänge, Tierp and Strömstad already sit in this register as that paper class — not as adopted plans and not as reserved megawatts.
It does not prove that any of those plots will gain an adopted detaljplan. It does not invent an applicant where the municipal page is silent. It does not convert hectares into hall power.
Empty cells stay empty. Until a later primary source names an adopted plan, a bygglov or a reserved offtake on those cadastral units, the planbesked clock stays a method, not a census.
