Översiktsplan versus detaljplan — guidance for the whole municipality is not a building right
Does a Swedish plot already have a building right because the comprehensive plan paints an industrial colour, or because a detaljplan has been adopted and gained legal force? Boverket’s översiktsplanen page, last changed 14 November 2024 and used here from the PBL Knowledge Bank, says every municipality shall have a current comprehensive plan covering the whole municipality. The plan shall reflect the political majority and is decided by the municipal council. It is not binding. Planning and Building Act chapter 3 sections 1–2, quoted on that page, say the plan shall state the direction for the long-term development of the physical environment and shall give guidance for decisions on how land and water areas are to be used and how the built environment is to be used, developed and preserved. Chapter 3 section 3 says the main features of intended land and water use for the whole municipality shall appear on a map. Chapter 3 section 4 says national interests under the Environmental Code chapters 3 or 4 shall always be reported, together with how the municipality intends to satisfy them and how environmental quality standards will be followed. Boverket says a current, clear comprehensive plan also helps later detaljplan work, bygglov outside a plan, other permits and the handling of a planbesked. Boverket’s regulations page says rules on digital comprehensive plans apply from 1 November 2024 and must be used for plans started from 1 January 2027. Those are national commentary facts. They are not a cadastral building right. The detaljplan hub and the how-to-read page already own the later binding sheet. The planbesked page already owns the start-of-planning notice. This page only asks which published planning object a “the ÖP allows a hall” slogan is actually sitting on.

Reading order
Seat the paper class before you compare slogans. An översiktsplan is municipal guidance for the whole territory. A planbesked is a later written yes or no on starting detailed-plan work. A detaljplan that has gained legal force is a later binding land-use sheet. Bygglov and startbesked come later still. Write the class and the date on one line before you say the site is zoned.
Then read chapter 3 sections 1–2 as a guidance duty, not as a building right. Every municipality shall have a current plan. The municipal council adopts it. The plan is not binding. Boverket calls it an important political goal document and a platform for dialogue with the state about national interests. Guidance is not a cadastral entitlement.
Then keep the map and the national-interest rows on their own lines. Chapter 3 section 3 requires main features on a map. Chapter 3 section 4 requires riksintressen to be reported and says how they will be satisfied. Chapter 3 section 5 adds housing need, national and regional goals, LIS areas, especially valuable buildings, climate-related flood, landslide and erosion risk, deviation from a regional plan, and matters of regional significance. If the county administrative board has not accepted a part, that shall be noted in the plan.
Then keep named project rows as paper types. Microsoft’s 16 November 2021 municipalities, EcoDataCenter Falun, Google Horndal, SWE04 Sollefteå and evroc Arlandastad are operator geography or land papers. This register does not treat those rows as adopted comprehensive-plan decisions and does not invent a hall building right from a municipal colour.

What an ÖP clock and a detaljplan clock actually measure
Chapter 3 sections 1–2 measure a municipal duty to keep a current, non-binding guidance plan. The council’s adoption is a political decision. It is not antagande of a detaljplan and not laga kraft of a building right. Boverket says the plan is used as underlag by other authorities, including Trafikverket when planning roads and railways, and by authorities examining Environmental Code permits.
Chapter 3 sections 3–5 measure contents, not a hall envelope. The map shows main features. The text shall make the municipality’s standpoints clear and shall report essential consequences. A deeper level of detail on part of the municipality is allowed even when the plan is not being formally amended. Clarity is a statutory duty. A marketing slide that collapses the whole ÖP into “industrial” fails that duty as a reading method.
Boverket’s digital-plan rules measure a later format clock. The regulations apply from 1 November 2024 and must be used for comprehensive plans started from 1 January 2027. A digital identification rule is not a hall permit and not a reserved megawatt.
The planbesked and detaljplan pages measure later objects. Boverket says a clear ÖP helps a planbesked. Help is not a four-month yes and not an adopted sheet. A constructive colour on the ÖP map does not skip samråd, granskning, antagande or laga kraft of a detaljplan.
What named primary sources show
Boverket’s översiktsplanen page remains the dated national commentary for chapter 3 sections 1–6 a, the not-binding sentence, the map duty and the national-interest reporting duty. The hub and the regulations page remain the dated sources for the digital-plan clock from 1 November 2024 and 1 January 2027.
The detaljplan and planbesked pages in this register remain the later-paper letterheads. Named operator rows remain geography and land papers.
No cited source here publishes a hall building right created by a comprehensive-plan colour.
A matrix instead of an ÖP-allows-a-hall slogan
Draw one page with paper-class rows and evidence columns. Översiktsplan, länsstyrelsen review opinion, planbesked, adopted detaljplan, bygglov and reserved megawatts are different columns. Empty cells stay empty. A municipal colour is a guidance footnote, not a building-right column.
Do not invent an adopted campus from a strategy map. The later detaljplan clock stays a later clock.

Common misreads
The first misread is to treat a comprehensive-plan colour as a detaljplan or as a building right. Chapter 3 section 2 says the plan is not binding. The second is to treat a clear ÖP as a planbesked. Boverket says it helps the later notice. Help is not the notice. The third is to treat the digital-plan clock as a hall permit.
The fourth is to ignore a länsstyrelsen note that a part of the ÖP was not accepted. The fifth is to convert a strategy map into reserved megawatts. The sixth is to invent an adopted ÖP decision for a named campus. The seventh is to collapse this page into the how-to-read page.
What to ask next
Ask which paper class anyone is quoting — översiktsplan, länsstyrelsen review opinion, planbesked or adopted detaljplan — and which dated municipal decision you actually hold. Ask whether a map colour has been treated as a building right. Ask whether a part of the ÖP was not accepted.
Then open the detaljplan hub, the planbesked page, the how-to-read page and the riksintressen page. If the operator will not name the plan document and the adoption date, record the gap. Do not fill it from a strategy-map slide. This page is not legal advice.

What this does and does not prove
This page proves that Boverket already publishes the comprehensive plan as a current, non-binding municipal guidance document for the whole territory, with a map of main features and a duty to report national interests — and that those facts are not a detaljplan and not a hall building right.
It does not prove that a named Swedish plot is allowed. It does not invent an ÖP colour for Horndal or Arlandastad. It does not convert a strategy map into reserved megawatts.
Empty cells stay empty. Until a later primary source names an adopted detaljplan or a bygglov on those cadastral units, the ÖP clock stays a method, not a census.
