How to read a Swedish detaljplan for data-hall zoning
Does this adopted plan actually allow the hall you have drawn, or have you only been handed a beige field and the word industri? Boverket’s use pages, read against Boverket’s regulations (2020:5) on detailed development plans, split development land into named uses. Industri (often shown as J, blue-grey) is production, storage, wholesale and comparable activity; energy production is carved out to Tekniska anläggningar. Verksamheter (often Z, beige) is service, storage and manufacturing with limited environmental impact; Boverket says there is no sharp line against Industri and that the municipality decides case by case. Tekniska anläggningar (often E) includes plants for electricity, heat, cooling, water, waste and digital data traffic. A precisering under BFS 2020:5 chapter 3 section 3 means only what the precisering says is allowed. Height is a different cell: nockhöjd runs to the highest part of the outer roof, totalhöjd to the highest point of the structure, and chimneys or ventilation pipes are left out of nockhöjd. Limitation of land use — the old prickmark, korsmark and ringmark words — now follows BFS 2020:5 chapter 7 section 5 and takes its legal meaning from that plan’s legend, not from the dots alone. Planning and Building Act chapter 4 section 32 requires the intended regulation to be clear. Lantmäteriet’s national plan map is a search aid; older plans can be missing and a shown plan may still lack laga kraft. The parent detaljplan page already owns samråd, granskning and antagande. This page only asks whether the adopted sheet has been read as a sheet.

Reading order
Start with the cadastral unit and the adopted sheet, not with a marketing colour. Download the plankarta, the full legend of planbestämmelser and the planbeskrivning. Lantmäteriet’s map can help you find a plan. It does not replace the municipal archive, and it does not tell you whether the decision has laga kraft. A neighbouring industrial colour that stops short of your fastighetsbeteckning is irrelevant.
Then read use before envelope. Ask whether the field is Industri, Verksamheter, Tekniska anläggningar or something else, and whether a precisering has narrowed it. Boverket’s E page includes digital data traffic among technical facilities. That is a use family, not a national “data-centre zone.” Boverket’s Z page says limited environmental impact is a municipal judgement, not a sharp line. A hall with generators, evaporative plant or a fuel yard can fall on the Industri side of that judgement. Do not translate J as “data centre allowed.”
Only then read height, land-use limits and the illustration. Nockhöjd and totalhöjd are different metres. A cooling tower, a mast or a camera column can be a totalhöjd object even when the hall roof sits inside nockhöjd. Prickmark is not a universal “no building” stamp; Boverket says the old words have partly changed, and the legend text of this plan is what binds. An illustrationskarta that is not adopted as a regulation is a picture. Planning and Building Act chapter 4 section 32 is the clarity test. If you cannot tell what is allowed, the sheet has already failed that test for your file — or you have not read the legend.

What a plan sheet actually is
A detaljplan sheet is the binding regulation for a defined area. BFS 2020:5 says which uses may be written on kvartersmark and how they must be formulated and coded. Industri, Verksamheter and Tekniska anläggningar are three of those uses. Complementary technical plant inside an industrial area can sit inside Industri without being written as E. Energy production, including electricity and heat, is carved out to E. Digital data traffic is named on the E page. A municipality that wants only one of those functions must precisera. A precisering is a narrowing, not a slogan.
Height and land-use limits are property rules, not use rules. Boverket’s height page, quoting BFS 2020:5, defines nockhöjd from mean ground level beside the building, or from a stated plane, to the highest part of the outer roof. Totalhöjd runs to the highest point of the structure. A hall can fit nockhöjd and still fail totalhöjd once the dry coolers or the mast are counted. Limitation of land use now regulates that the land may not be provided with a building or a certain type of building, or may only be provided with a certain type, or only below ground. The old dotted raster is one way to show that. It is not the legal text.
Older plans are historical objects. Boverket’s planbestämmelse pages and the 2020 regulations apply to how new plans are written. An adopted 1980s industrial plan keeps the wording it was adopted with. Read that wording, not a 2020 colour key pasted over it. The illustrationskarta, the planbeskrivning and the binding plankarta do different jobs. The description explains purpose. It does not silently rewrite the legend.
Clarity is a statutory duty. Planning and Building Act chapter 4 section 32 says the intended regulation of buildings and the environment must be clear, that the plan may not be more detailed than needed, and that the area may not be larger than needed for the purpose. A marketing slide that collapses J, Z and E into “industrial zoning” fails that duty as a reading method even when the legal sheet itself is clear. A planbesked, already explained on the parent page, is still not this sheet.
What named primary sources show
Boverket’s Industri, Verksamheter and Tekniska anläggningar pages show the three use families, the J / Z / E display advice, the energy-production carve-out, the digital-data-traffic sentence and the limited-impact judgement. BFS 2020:5 shows how uses and preciseringar must be written and how nockhöjd and totalhöjd are defined. The height and land-use-limit pages show those property cells.
Planning and Building Act chapter 4 section 32 shows the clarity duty. Lantmäteriet’s detaljplan map is a search aid. The parent detaljplan page already owns the making of a plan. Operator notices for Arlandastad, Horndal or Sollefteå are not used here as a zoning key.
A matrix instead of one data-centre zone
The table is a permission table. A filled cell is a claim the named URL can carry. An empty cell means this page will not invent the missing national zone.
Do not add a beige Z field to an E digital-data-traffic sentence and a nockhöjd metre and call the sum a Swedish data-hall zone. Those remain different cells.

Common misreads
The first misread is to treat J as a Swedish word for data centre. Industri is a use family. The second is to treat Z’s “limited environmental impact” as a promise that generators and towers will fit. Boverket leaves that line to the municipality. The third is to treat E’s digital-data-traffic sentence as a national zone that overrides the adopted sheet.
The fourth is to read nockhöjd as if dry coolers and masts were chimneys left out of the metre. The fifth is to treat dots on an old plan as 2020 prickmark without reading that plan’s legend. The sixth is to treat a Lantmäteriet map hit as laga kraft, or a planbesked as this sheet.
What to ask next
If a brief prints “zoned for data centre,” ask which adopted sheet, which use letter, which precisering, which height cell and which legend sentence carry that claim. If the URL only shows a beige field, a Site Finder pin or a municipal welcome, the brief has already left the source.
Then open the parent detaljplan page, the municipal-planning page and the building-permits page. Those pages already own the making of a plan, the översiktsplan door and the later lov. This page only asks whether the adopted sheet has been read.
- Does an adopted sheet cover this cadastral unit, and has it laga kraft?
- Is the use J, Z, E or a precisering — and which legend sentence?
- Which height cell is in play — nockhöjd or totalhöjd — once coolers and masts are counted?
- Does the limitation text, not the dots, forbid the building you drew?
- Has a Swedish data-centre zone been invented?
What this does and does not prove
This page proves that Boverket already publishes three use families that a hall file must choose between, that height and prickmark are separate cells, and that Lantmäteriet’s map is a search aid. It proves that no cited page names a national data-centre zone.
It does not prove that a named Swedish plot is allowed. It does not invent a J-to-hall translation. It does not treat a planbesked as this sheet.
Empty cells stay empty. Until a later primary source names a Swedish hall’s adopted use, height and legend with dated papers and a boundary, the reading stays a method, not a census.
