Transformer spares and N-1 — a factory slot is not a TSO contingency

Is the spare transformer a customer purchase order, or have you only been handed a slide that says “N-1”? Commission Regulation (EU) 2017/1485 of 2 August 2017 — the System Operation Guideline — defines the (N-1) criterion as the rule according to which the elements remaining in operation within a TSO’s control area after a contingency are capable of accommodating the new operational situation without violating operational security limits. The same article defines a relevant grid element as any component of a transmission or distribution system, including a single transformer, whose availability influences cross-border operational security. Those are Union operating-security sentences. They are not a reserved spare on a Swedish hall pad. The IEA’s 25 February 2025 Building the Future Transmission Grid report, based on a 2024 industry survey, says it now takes up to four years to secure large power transformers, that average lead times for cables and large power transformers have almost doubled since 2021, and that the survey suggests transformer prices rose by around 75 percent. The IEA’s October 2023 Electricity Grids and Secure Energy Transitions report still owns the dated 50 MVA example: about 11 months before the pandemic, then over 18 months. The transformer-lead-times page already owns those factory bars. This page only asks which published spare object the hall file is actually sitting on.

Reading order

Name the machine before you name the spare. A customer-owned hall transformer, a network-owner distribution unit, a regional-network transformer and a transmission-class large power transformer are different objects. The IEA’s 50 MVA example and its later “large power transformer” survey sentence sit in the last of those families. They do not automatically describe a pad outside a retail colo hall in Kista. The transformer-lead-times page already refuses a single world week. This page refuses to treat a spare slogan as that week.

Then name who is buying the spare, if anyone is. The network owner may hold a spare on its side of the point of connection. The hall developer may order a second customer unit. Those two purchase orders do not share a factory slot just because a slide says “N-1.” Svenska kraftnät’s connection pages describe a formal transmission conversation. Most halls still have a regional or local counterpart. Ask which letterhead will actually place a spare order.

Then keep the Union operating-security clock on its own row. Regulation (EU) 2017/1485 is a TSO contingency rule. The Nordic System Operation Agreement’s operational-security annex of June 2022 says that after an operational (N-1) disturbance the power system must be restored within 15 minutes to comply again with the operational security limits in Article 18 of the guideline. Fifteen minutes is a Nordic TSO restoration bar. It is not a Swedish hall spare-delivery week. The Commission’s 28 November 2023 Grid Action Plan asks ENTSO-E and the EU DSO Entity to give manufacturers more visibility of upcoming procurement. Visibility is not a reserved spare on your plot. What a spare clock and an N-1 clock actually measure

The 2025 IEA transmission report is useful here because it refuses a single world week and because it prices the reason a spare conversation starts. The 2024 survey puts large power transformers at up to four years and says average lead times for cables and large power transformers have almost doubled since 2021. The same survey suggests transformer prices rose by around 75 percent. Those are global survey sentences about transmission-class equipment. They do not convert a Swedish detaljplan into a spare, and they do not convert a spare into a detaljplan. The 2023 50 MVA example remains a second dated sentence: about 11 months, then over 18 months. Do not average the two reports into a third invented Swedish spare week.

Regulation (EU) 2017/1485 measures something else. Article 3 defines an N-situation as the situation where no transmission-system element is unavailable due to a contingency, an (N-1) situation as the situation after one contingency from the contingency list has occurred, and the (N-1) criterion as the remaining-elements rule. A single transformer can sit on the contingency list as a relevant grid element. That is a simulation and restoration duty for a TSO. It is not a published Swedish data-center spare inventory and not a customer purchase order.

The Nordic operational-security annex of June 2022 adds a restoration bar that must stay on the TSO row. After an operational (N-1) disturbance, the power system must be restored within 15 minutes to the operational security limits in Article 18 of the guideline. Contingency analysis means simulating the tripping of transmission-system elements. Those sentences describe Nordic TSO practice. They do not name a spare transformer at Meta’s Luleå campus, Microsoft’s Gävle–Sandviken–Staffanstorp region, Google’s Horndal groundbreaking, EcoDataCenter Falun or atNorth SWE04.

Svenska kraftnät’s connection pages and the Network Development Plan 2026–2035 remain the formal Swedish transmission door and a dated plan document. Neither source, in the files used here, publishes a national data-center spare-transformer calendar. The Commission’s Grid Action Plan Action 13 remains a planning-visibility action for manufacturers. Visibility is not a reserved pad.

What named primary sources show

The two IEA reports remain the dated quantitative sources on factory time and price. Keep their units attached: 50 MVA and “over 18 months” in 2023; “up to four years” and “almost doubled since 2021” in the 2025 survey; around 75 percent on price. Do not move those sentences onto a municipal welcome letter. The lead-times page already owns them as factory bars. This page only uses them as the reason a spare conversation exists.

Regulation (EU) 2017/1485 and the June 2022 Nordic operational-security annex are the dated operating-security sources. Keep the (N-1) criterion, the relevant-grid-element sentence that includes a single transformer, and the 15-minute restoration bar on the TSO row. Do not paste them onto a customer pad in Staffanstorp or Sollefteå.

Svenska kraftnät’s connection portal and the 2026–2035 network development plan show that Sweden publishes a transmission process and a plan. They do not, in the cited files, name a spare-transformer factory slot for a named Swedish hall. Operator megawatt sentences stay in their own cells. The Commission energy-performance and Grid Action Plan pages remain reporting and coordination context.

A matrix instead of a spare slogan

Draw one page with object rows and evidence columns. Customer spare, network-owner spare and transmission-class contingency transformer are different rows. Inquiry, purchase order, factory slot, pad on site and TSO contingency list are different columns. Empty cells stay empty. An IEA survey month is a footnote, not a column. A 15-minute Nordic restoration bar is a TSO footnote, not a hall column.

Do not invent a Swedish spare-transformer league table from the IEA’s 50 MVA example, the 2025 four-year sentence, or the Union N-1 definition. Those remain different objects from different years and methods.

Common misreads

The first misread is to paste the Union (N-1) criterion onto every Swedish hall spare pad. The criterion is a TSO remaining-elements rule. A customer pad at a colo site may be a different machine and a different buyer. The second is to treat the IEA’s “up to four years” as proof that a spare has already been ordered. A survey month is not a purchase order. The third is to treat the 2023 50 MVA example and the 2025 survey as one spare number.

The fourth is to collapse the network-owner spare and the hall spare into one queue. The fifth is to treat the Nordic 15-minute restoration bar as a hall delivery week. The sixth is to treat a Commission visibility action as a reserved Swedish spare. The seventh is to use a groundbreaking slogan as proof that the spare exists on site.

What to ask next

Ask which transformer, at which voltage, sits on which side of the point of connection, and whether a second unit is quoted, ordered or only hoped. Ask which letterhead places the spare order. Ask whether anyone is talking about a TSO contingency list or about a customer pad. Ask which network-owner paper you already hold — inquiry, reservation or agreement — and which bar the spare actually unlocks.

Then open the transformer-lead-times page, the time-to-power page and the grid-connection page. If the operator or the network owner will not name the machine class and the order state, record the gap. Do not fill it from an N-1 slide.

  1. Is the live paper a customer spare, a network-owner spare or a TSO contingency?
  2. Has an IEA four-year sentence been treated as a purchase order?
  3. Has a 15-minute Nordic restoration bar been pasted onto a hall pad?
  4. Has N-1 been used as proof that a spare exists on site?
  5. Has a data-hall spare chapter been invented?

What this does and does not prove

This page proves that the Union already publishes an (N-1) remaining-elements rule that can include a single transformer, that the Nordic operational-security annex publishes a 15-minute restoration bar, and that those bars are not an IEA factory week or a Swedish hall spare inventory.

It does not prove how many spare transformers a named Swedish hall holds. It does not invent a pad count. It does not treat a TSO contingency list as a customer purchase order.

Empty cells stay empty. Until a later primary source names a Swedish hall’s spare transformer with a dated purchase order and a voltage class, the spare clock stays a method, not a census.
