Reading order

Name the paper before you name a risk score. Write whether the file is an expired indication, a complete application, a förhandsbesked, a signed förprojekteringsavtal, a connection agreement, a nyttjandeavtal, or only a colour on the indicative map. The 2025 principles paper already orders those papers. The queue-etiquette page already owns the manners that keep one megawatt out of three inboxes. This page keeps the credit row named because a score that does not name the paper invents a reservation.

Then split price from capacity. SE1 to SE4 are wholesale-price areas on Energimarknadsinspektionen’s page. ENTSO-E’s 28 April 2025 bidding-zone study is a later European paper. The May 2026 Government Offices notice already in this register expands Svenska kraftnät’s bidding-area assignment. Those papers move a price basis. They do not allocate a cadastral connection. A hall in Luleå and a hall in Staffanstorp can sit in different price areas and still each need a dated network-owner letter.

Only then open the national reservation table as contrast, not as collateral. The 2 February 2026 notice writes 3,695 megawatts of reserved consumption, 1,170 megawatts of reserved production, a data-centre share of new withdrawal, and year-end queues of about 23,000 and about 32,000 megawatts. A national share is not a plot. Unused allocated capacity returns to the pool. The investigation fee of 100,000 plus 1,200 kronor per megawatt is a 2025 process cost. It is not a debt-service cover.

What a power-risk credit row actually is

A credit row is a dated paper with a legal effect, not a colour. An indication expires the day it is given and is not a reservation. A förhandsbesked is a later investigation product with a normal twelve-month clock from the investigation start and a six-month window to sign a förprojekteringsavtal. Reservation starts at that agreement. Allocation starts at the connection agreement and is then conditioned on actual use. A lender that treats an indication as reserved capacity has left the principles paper.

Price basis and connection basis stay two rows. SE1 to SE4 explain how wholesale prices form. They do not name the network owner at the plot. Svenska kraftnät’s indicative map, on the authority’s own framing, does not replace the formal connection process and does not show capacity in the underlying networks. ENTSO-E’s 2025 study and the May 2026 Government assignment can change how many Swedish areas exist in a later year. A later area map is not today’s connection letter.

National queue numbers are context. Twenty-two förhandsbesked and 3,695 reserved consumption megawatts are 2025 national facts. About half of new withdrawal being data centres is a national share. Year-end queues of about 23,000 and about 32,000 megawatts are year-end queues. None of those cells is a debt-service ratio, a margin, or a Falun transformer invoice. The investigation fee is a process cost written for 2025 and indexed. It is not a tariff.

What named primary sources show

The 2025 principles paper shows the three-month indication, the same-day expiry, the two-week and two-month application clocks, the 2025 investigation fee, the twelve-month förhandsbesked, the six-month contract windows, reservation at förprojektering, allocation at the connection agreement and return of unused capacity. The 2 February 2026 notice shows the 22 förhandsbesked, the 3,695 / 1,170 reserved megawatts, the data-centre share and the year-end queues. The fee page restates the 2025 investigation cost.

Energimarknadsinspektionen’s bidding-area page shows SE1 to SE4 as wholesale-price areas. ENTSO-E’s 28 April 2025 notice shows the bidding-zone study. The May 2026 Government notice shows an expanded assignment. The indicative map remains a map.

Common misreads

The first misread is to treat an indication as reserved capacity. The paper says it expires the same day and is not a reservation. The second is to treat a map colour as a connection letter. The third is to treat SE3 as a Kista offer.

The fourth is to treat 3,695 reserved megawatts as collateral for one hall. The fifth is to add a PPA logo to a förhandsbesked and call the pair a closed power risk. Guarantees of origin sit on another page. The sixth is to invent a Swedish power-risk score or a debt-service ratio. No source here publishes that number.

What to ask next

If a brief prints one Nordic power-risk score, ask which named URL uses that score for an expired indication, a förhandsbesked, a signed förprojekteringsavtal, a connection agreement or only a bidding-area slogan. If the URL only shows a national reserved megawatt or a map colour, the brief has already left the source.

It does not prove a Swedish debt-service ratio. It does not invent a hall reservation from a map colour. It does not treat a PPA logo as a connection letter.

Empty cells stay empty. Until a later primary source names a Nordic hall’s credit row with a dated paper and a boundary, the diligence stays a method, not a score.
