Swedish grid-queue etiquette for developers
Is there a polite Swedish way to sit in a connection queue, or have you only been handed a colour on a map? Svenska kraftnät’s 2025 principles paper, already in this register, says the allocation rule is turordning: the applicant who first filed a complete application is first offered available capacity. A reserved queue place is granted after a complete application has been received and approved. An early indication for needs up to 300 megawatts, at least three years out, is normally answered within three months, is free, and expires on the day it is given. A complete application gets a receipt within two weeks and a completeness reply within two months; missing the complement deadline ends the case. An investigation fee for 2025 is written as 100,000 kronor fixed plus 1,200 kronor per megawatt, billed one month before the study and not set off against a later connection charge. A förhandsbesked is normally issued within twelve months of the investigation starting, after which the applicant has six months to sign a förprojekteringsavtal or the reserved place ends. Ellevio’s regional-network page writes a DSO sequence of free indication, formal application, maturity assessment, paid study and preliminary notice, with maturity reviewed before each step or at least once a year. Those are etiquette rules on named letterheads. They are not a hall guarantee for Horndal or Sollefteå. The parent grid-queue page already owns the idea that SE1–SE4 is not a queue position. This page only asks whether the developer behaved as the published clocks require.

Reading order
Name the inbox before you name the megawatt. Svenska kraftnät’s 2025 paper says connection should first use an existing point and an existing distribution system. A regional-network owner such as Ellevio or Vattenfall Eldistribution is a different letterhead from the transmission inbox. Shopping the same load through three incomplete applications does not create three reserved places. It creates three clocks that can each be closed for missing complements.
Then write the paper class you actually hold. An indication is not a reservation. Svenska kraftnät’s indication page and the principles paper both say the early indication expires the same day it is given. Ellevio’s process page says an indication answer is a picture of conditions at the time of the assessment and can change when other cases or the overlying network change. A reserved queue place, in the transmission paper, starts only after a complete application is approved. Do not brief a board that “we are in the queue” on an expired indication.
Only then open the fee, the maturity test and the signature windows. The 2025 investigation fee is 100,000 kronor plus 1,200 kronor per megawatt, adjusted with the consumer-price index, billed one month before the study and payable before the study starts. Svenska kraftnät assesses maturity from the file you filed — technical information, energy analysis and timetable — without comparing you with applicants who already have a place. Miss the complement deadline, the six-month förprojektering window or the later connection-agreement window and the reserved place ends. Those are published manners. They are not a municipal welcome.

What queue etiquette actually is
Etiquette here is the published order of papers, not a smile in a municipal meeting. Turordning is Svenska kraftnät’s word for first-complete-first-served. Completeness is decided inside two months. Complements have a deadline. The reserved place is lost if you do not keep framdrift — progress against the timetable you filed — or if you miss a signature window. Those verbs are in the 2025 paper. They are not a local-network custom you can waive with a covering letter.
Maturity is a gate, not a costume. Svenska kraftnät decides whether the file is mature enough for a reserved place from the information at the time of application, case by case, without ranking you against people already in the queue. Ellevio writes that maturity is reviewed before each step, or at least once a year, before a paid study and a preliminary notice. A slide that says “we are mature” without the energy analysis, the timetable and the technical note is not a maturity assessment.
Reservation language is not one word across letterheads. The 2025 principles paper says capacity is reserved when a förprojekteringsavtal is signed. Svenska kraftnät’s 2 February 2026 notice says, for its 2025 table, that capacity is reserved when the applicant receives a förhandsbesked, and that actual allocation comes later with a signed connection agreement. Keep those two reservation sentences on two rows. Do not pick the earlier one because it sounds better in a fundraising memo.
A DSO snapshot is still a snapshot. Ellevio’s Gävleborg page, last updated as a connection-case picture on 19 August 2026, mixes indications and formal applications and publishes aggregated requested power. Vattenfall Eldistribution’s 19 November 2025 notice says it can now meet customers’ power demand in Västra Götaland. Those are regional papers. They are not a reserved place for a named hall and not a licence to skip the transmission inbox when the paper says the overlying network decides.
What named primary sources show
The 2025 principles paper shows turordning, the reserved-place definition, the maturity gate, the two-week and two-month application clocks, the complement-deadline closure, the 2025 investigation fee, the twelve-month förhandsbesked sentence and the six-month contract windows. The indication page shows the free, three-month, same-day-expiry indication for up to 300 megawatts at least three years out. The fee FAQ repeats the 100,000 plus 1,200 kronor sentence and says the fee is not set off against the connection charge.
The 2 February 2026 notice shows 22 positive förhandsbesked, 3,695 megawatts of consumption and 1,170 megawatts of production reserved on that year’s table, and the data-centre share of new 2025 withdrawal cases. Ellevio’s regional connection page and the 19 August 2026 Gävleborg snapshot show a DSO sequence and a mixed indication-and-application picture. Vattenfall Eldistribution’s 19 November 2025 notice is a Västra Götaland demand sentence. The parent queue page already owns SE1–SE4 literacy.
A matrix instead of one polite queue
The table is a permission table. A filled cell is a claim the named URL can carry. An empty cell means this page will not invent the missing hall place.
Do not add a free indication to a paid study and call the sum a reserved Swedish megawatt. Those remain different papers.

Common misreads
The first misread is to treat a same-day-expired indication as a reserved place. The paper says it is not a reservation. The second is to file an incomplete pack and count the receipt date as turordning. Completeness, or a complement inside the deadline, is what the paper dates. The third is to treat Ellevio’s yearly maturity review as a Svenska kraftnät waiver.
The fourth is to pick the earlier of the two reservation sentences — förhandsbesked versus förprojekteringsavtal — without naming which URL you are reading. The fifth is to treat the 2025 data-centre share of new withdrawal cases as your etiquette grade. A national share is not a manners certificate. The sixth is to paste Vattenfall’s Västra Götaland demand sentence onto a Gävleborg snapshot as one Swedish queue.
What to ask next
If a brief says the developer is “in the Swedish queue,” ask which inbox, which paper class and which dated URL. If the URL only shows a map colour, an expired indication or a mixed DSO snapshot, the brief has already left the source.
Then open the parent grid-queue page, the grid-connection page and the substation-lead-times page. Those pages already own SE1–SE4 literacy, the connection conversation and the station clocks. This page only asks whether the manners match the published order.

What this does and does not prove
This page proves that Svenska kraftnät and at least one named DSO already publish an order of manners — indication, completeness, maturity, fee, signature windows — and that those manners are not one smile. It proves that two official reservation sentences exist and must stay on two rows.
It does not prove that a polite developer receives a hall megawatt. It does not invent a national code of conduct beyond the cited papers. It does not treat a municipal welcome as turordning.
Empty cells stay empty. Until a later primary source names a Swedish hall’s inbox, paper class and dated place, etiquette stays a method, not a census.
