A conditional connection is not reserved power — turordning still sits first
Is a Swedish hall already powered because someone said “conditional connection”, or because a dated Svenska kraftnät paper has actually offered a named point a temporary, curtailable allocation? Svenska kraftnät’s 23 June 2025 news, used here, says a feasibility study showed that conditional connection agreements can use the existing grid more efficiently and handle connection applications more efficiently, at the points where that is possible. The next step is a limited number of such agreements, to evaluate the practical outcome. The accompanying report, case Svk 2024/5421, dated 23 June 2025, writes the instrument as a temporary measure to allocate capacity before a network reinforcement is in place. The agreements contain conditions that limit and control injection into and withdrawal from the transmission network in normal operation. In the cases studied, part of the applicant’s total power need could not be enabled before reinforcement because of overload risk on line segments in normal operation. Capacity could be allocated earlier given a condition of downward control of the load if that risk appears. The report says both signing and activation shall follow Electricity Market Regulation (EU) 2019/943 article 13: market-based mechanisms first; other temporary measures only when those alternatives are not available. Activation is written as a last step after market-based alternatives are used, after trade closes ahead of the operating quarter. When the reinforcement is done, the conditional agreement becomes an ordinary connection agreement without that downward-control risk in normal operation. There is no separate queue and no priority for conditional agreements. Turordning still applies. Svenska kraftnät decides, after a complementary investigation, when the measure is possible. Selection first asks the applicant who is first in line; if that party cannot or will not be flexible, the next application may be asked. The connecting party should have a need in the near term (2026–2030), and the measure should cut time to commissioning by at least two years. Initially there is no reduction of the connection charge or the network tariff if downward control is used. Follow-up and contractual penalties apply if conditions are not met. Automatic activation via nätvärn is written for clearer radial cases. Permanent flexible contracts and tariff incentives are later investigation rows. The 17 February 2026 Norrland-coast pilot, already in this register, is a later dated geography paper. It is not this June 2025 method paper and not a named hall reservation. Microsoft’s 16 November 2021 note names Gävle, Sandviken and Staffanstorp. EcoDataCenter names Falun. Google names Horndal. atNorth’s 23 February 2026 SWE04 note names Sollefteå. evroc’s 3 February 2025 note names Arlandastad. None of those pages is a signed conditional point or a reserved megawatt. Reading order
Seat the 23 June 2025 method before any pilot slogan. Write whether the object is the feasibility report, a limited first agreement, the later Norrland-coast pilot, or only a press comparison — before you say the hall is connected.
Then keep turordning on its own row. The report says there is no separate queue and no priority. The first complete applicant is still first. If that party cannot be flexible, the next may be asked. Shopping a slogan through three inboxes does not create a conditional place.
Then keep the 2026–2030 need window, the two-year earlier-commissioning test and the no-reduced-tariff sentence on their own rows. Those are selection and price facts in the report. They are not a reserved megawatt.
Then keep named project rows as geography. Microsoft, Falun, Horndal, SWE04 Sollefteå and evroc Arlandastad stay operator papers. This register does not publish a signed conditional point for those cadastral units.

What a conditional agreement and a pilot notice actually measure
The 23 June 2025 report measures a temporary allocation tool at transmission level. It measures conditions for injection and withdrawal in normal operation, and a later conversion to an ordinary agreement when reinforcement is done. It does not measure a named hall feeder.
Article 13 of Regulation (EU) 2019/943, as the report cites it, measures the order of tools: market-based first, then this temporary measure. Activation after trade closes is a control-room object. It is not a campus operating manual.
Selection measures queue place, flexibility, a 2026–2030 need and at least two years saved. A complicated meshed regional network can make the tool impossible because overload cannot be attributed to the connecting party. That is a method limit. It is not a hall refusal.
The 17 February 2026 Norrland-coast note measures a later pilot geography and a comparison with three to four Uppsala-sized cities. That comparison stays a comparison. It is not a reserved coastal hall megawatt.
What named primary sources show
Svenska kraftnät’s 23 June 2025 news remains the dated announcement of a limited first implementation. Report Svk 2024/5421, same date, remains the method paper for conditions, article 13, turordning, selection and the no-reduced-tariff sentence.
The 17 February 2026 Norrland-coast note remains a later geography paper already recorded in this register. The queue-etiquette page remains the neighbouring letterhead for indication and reserved place. Named operator rows remain geography.
No cited source here publishes a signed conditional point for a named hall, a reduced tariff or a reserved megawatt created by the word “pilot”.

Common misreads
The first misread is to treat the word “conditional” as reserved firm power. The report writes downward control in normal operation. The second is to treat the instrument as a separate fast lane. Turordning still sits first. The third is to collapse the June 2025 method into the February 2026 Norrland-coast comparison.
The fourth is to treat a named campus town as a signed point. The fifth is to treat the no-reduced-tariff sentence as a discount. The sixth is to invent a megawatt or a national week. The seventh is to collapse this page into the queue-etiquette page or the early-indication page.
What to ask next
Ask which dated paper anyone is quoting — the June 2025 report, a limited first agreement, the February 2026 pilot, or only a comparison sentence — and which connection point it names. Ask whether turordning was kept, and whether downward control is written as a condition.

This page proves that Svenska kraftnät already publishes conditional connection agreements as a temporary, turordning-bound allocation tool with downward-control conditions and no initial tariff cut — and that those facts are not a reserved hall megawatt.
It does not prove that a named Swedish hall holds a signed conditional point. It does not invent a megawatt for Horndal or Sollefteå. It does not treat the Norrland-coast comparison as a reservation.
