Municipal planning
Swedish municipalities plan land use. An översiktsplan is guidance. A detaljplan is binding for its area. Political enthusiasm is neither. Read the actual plan documents and the minutes. Documents that matter
A municipality page that lists “good conditions for data centers” is marketing unless it cites one of those documents.
- Current översiktsplan and any thematic addenda.
- Adopted or pending detaljplan for the plot.
- Development agreements if they exist.
- Committee and council minutes that name the project.
