A final consultation is not a slutbesked — PBL chapter 10 ends with a later meeting

Reading order

Name the meeting before you name the week. A slutsamråd is a chapter 10 meeting the committee calls. A startbesked is the earlier start gate. A slutbesked is the later written approval that the measure is finished and, for building measures, that the building may be taken into use. A campus tour, a contractor handover and an operator groundbreaking are other papers. Write who called whom, on which date, for which measure, before you say the hall “can be occupied.”

Then keep the trigger on its own row. Section 30 asks whether the measure was covered by a technical consultation or whether a byggbedömare is used. A slide that says “we always have a closing meeting” is not that trigger. The committee may also find the meeting obviously unnecessary. That finding is a committee judgement, not a brochure sentence.

Then keep the written call and the site on separate rows. Section 31 is a call list. Section 32 says the meeting is normally on the site. Boverket’s page adds that a digital meeting can still work if someone taking part is actually on the site and can show the works in real time. A Teams diary entry with nobody on the plot is not that sentence.

Then keep named project rows as paper classes. Microsoft’s 16 November 2021 note names Gävle, Sandviken and Staffanstorp. EcoDataCenter names Falun. Google names Horndal. atNorth’s 23 February 2026 SWE04 note names Sollefteå. evroc’s 3 February 2025 note names Arlandastad. None of those pages is a section 30 call, section 32 minutes or a slutbesked.

What the meeting actually measures

The meeting measures a revision of the finished works, not a reserved hall megawatt. Boverket writes that the slutsamråd should have the character of an audit. Section 32’s six rows attach to the control plan, the waste-handling plan, deviations, statements, workplace visits and the conditions for a slutbesked. Those rows are not a commercial IT-ready date.

A complementary condition measures a later committee paper, not a silent waiver. Section 29 lets the committee add conditions for the works or the control if they are needed to meet the Act and could not be foreseen when the startbesked was given. Where a byggbedömare is used, those complementary conditions may not cover the design and technical-property rows that the byggbedömare certifies. A meeting note that never names a section 29 decision has not shown one.

Notification sits on its own desk. Boverket says the control plan shall say which notices go to the committee, and that the builder should notify when the works are ending, or ask for a slutbesked, in good time so the committee can call the meeting or issue the slutbesked if no meeting is needed. A contractor e-mail that says “we are done” is not that notice unless the file shows it reached the committee as the plan requires.

Keep the slutbesked clock off this row. Section 34, already owned on the startbesked-versus-slutbesked page, is the later written approval. Section 35 lets a slutbesked issue despite negligible remaining defects, with remarks. Section 36 lets the committee give an interim slutbesked. This page will not collapse those later papers into the meeting.

What named primary sources show

Boverket’s slutsamråd page remains the dated agency desk for the trigger, the written call, the site sentence and the six-row agenda. Keep those objects attached to chapter 10 sections 30 to 32 in the 2026:712 wording. Do not invent a data-centre paragraph.

The startbesked page, the technical-consultation page and the climate-declaration page remain other desks. This page will not copy their clocks. Named operator rows remain land and event papers. They do not, in the files used here, name a slutsamråd for a named Swedish hall.

A matrix instead of a handover slogan

Draw one page with paper rows and evidence columns. Technical consultation, startbesked, slutsamråd, complementary condition and slutbesked are different rows. Who called, which measure, which date and which minutes are different columns. Empty cells stay empty.

Do not invent a Swedish hall occupancy week from a contractor diary.

Common misreads

The first misread is to treat the meeting as a slutbesked. The meeting asks whether the conditions for that later paper exist. The second is to collapse the meeting into the earlier technical consultation. Those are different chapter 10 desks. The third is to treat a digital diary entry with nobody on the plot as section 32’s site sentence.

The fourth is to invent an occupancy week from a campus press note. The fifth is to treat a complementary-condition silence as a waiver. The sixth is to use a groundbreaking in Luleå, Falun, Horndal or Arlandastad as proof that dated minutes already exist.

What to ask next

Ask which dated paper anyone is quoting — a section 30 call, section 32 minutes, a section 29 complementary condition, a slutbesked, or only a contractor note — and which measure it names. Ask whether the technical-consultation trigger has actually been shown.

Then open the startbesked page, the technical-consultation page and the climate-declaration page. If the operator will not name the call and the minutes, record the gap. Do not fill it from a handover slogan. This page is not legal advice.
