How to screen data center locations in Sweden
Public information can help you find locations worth investigating. Combine planning evidence, grid context and project requirements to decide where to spend the next hour of research, request a document or arrange a site conversation.

Define what a good location means for your project
Write down your workload, initial and ultimate demand, target date, latency needs and delivery model. Identify the requirements that would stop the project and the preferences that can be traded against each other. This lets two researchers assess a candidate against the same brief.
Keep the outcome of early screening simple: investigate further, hold for missing evidence or remove from this particular shortlist. Record the reason. A different workload or timeline may lead to a different outcome for the same place.
Layer 1: planning and land evidence
Start with the municipality’s planning register and Lantmäteriet’s detailed-plan service. The national service notes that older plans may be absent from its digital dataset. Follow a promising area back to the municipality’s original records.
Record the plan identifier, boundary, document version and process stage. Ask a planning specialist to interpret the provisions against the proposed data center, including ancillary functions. Keep ownership and commercial availability as separate questions for the landowner.

Layer 2: grid context and a connection enquiry
Use the public transmission map and network development material as research inputs. Identify the relevant network owner and prepare the load profile needed for a site enquiry. Ask which network works, decisions or other dependencies would influence a response.
For each grid statement, capture who issued it, its date, the location and demand it covers, and whether it is a general indication, a study, an offer or a signed commitment. A statement about another customer should stay attached to that customer’s project.
Layer 3: practical and environmental constraints
Use the public document list to identify which investigations already exist. Look for ground conditions, water, flood exposure, nature, access, noise and surrounding activities. Record whether you have read an actual study or only found its title in a document register.
Ask technical specialists which findings affect the layout, programme or next study. For fibre and heat, identify a potential counterparty and the scope of a site-specific discussion. Keep performance assumptions visible until they have supporting evidence.
Choose what to investigate next
Prioritise candidates that match your essential requirements and have an identifiable path to resolving important unknowns. Do not convert missing information into a zero or assume that a well-documented project is available for a transaction.
Write a short decision note for each candidate: why it may fit, the strongest evidence, the largest uncertainty and the next action. Revisit the note when a new document or response arrives. Keep both the conclusion and the date visible.
