Building permit granted for a data centre at Vallhalla in Ockelbo

Västra Gästriklands samhällsbyggnadsförvaltning granted a building permit on 16 October 2026 for a data centre with offices, switchgear and a transformer station on the property Vallhalla 1:125, Fallåsvägen 51, west of Lingbo. A second permit for a transformer station on the same property followed on 23 October. The notices do not name the applicant or give any power capacity.
Västra Gästriklands samhällsbyggnadsförvaltning, the planning and building administration that serves Ockelbo, granted a permit on 16 October 2026 for a new data centre on the property Vallhalla 1:125 (Fallåsvägen 51) in Ockelbo municipality. The permit also covers offices, a guardhouse, a water treatment plant with building and tanks, a sprinkler facility with building and tanks, a garage, switchgear with buildings, a transformer station, a wall and parking. The decision was posted on the municipal notice board on 19 October under case number VGS-BYGG 2026-000365.
On 23 October the administration granted a further permit on the same property, for a new transformer station (case VGS-BYGG 2026-000522). Neither notice names the applicant. Neither gives a power capacity, an investment or a timetable.
The property lies in the detailed plan for the Vallhalla industrial area, which was adopted by the Ockelbo municipal council and gained legal force on 9 July 2026 (case VGS-PLAN 2024-000004). The plan area is about 52 hectares, about 2 kilometres west of Lingbo, south of the Grönviken switching station by Fallåsvägen. According to the plan description it allows space-demanding, electricity-intensive industry such as data centres and server halls, with a maximum ridge height of 35 metres. The plan area lies entirely within Vallhalla 1:125, which was split off from Vallhalla 1:96 in February 2025. The plan description states that Ellevio's Grönviken switching station is intended to supply the plan area, and that Ellevio is planning two new 145 kV overhead lines between Grönviken and Ockelbo.
The plan description says a plan agreement was signed between Hyperco Oy, Sverige filial, and the planning administration, and that a development agreement has been drawn up between the municipality and the developer. According to the plan's property-consequence report, Hyperco has exclusivity to buy the property from Kopparfors AB in order to build a data hall. In May 2024 the municipality wrote that Hyperco wanted to investigate a data-centre establishment by the switching station at Grönviken/Lingbo, and that the site is in bidding area SE2.
According to the local paper Kuxabladet on 17 September, Hyperco said then that the building permit was delayed and that its plan to start operations in November 2027 still stood. That is the company's statement as reported by local press; DataCenterSweden has not seen it in a primary source.
A building permit is not a construction start. The municipality's page on granted permits says decisions on the notice board gain legal force when they have been published for 28 days. DataCenterSweden earlier covered the Vallhalla plan as a zoning note without a project entry. With a permit for named data-centre buildings, the site is now added to the register.
Why it matters
It moves Vallhalla from an adopted industrial plan to a permit for specific data-centre buildings, including switchgear and a transformer station.
What remains unknown
Who applied for the permits, the power capacity, the grid company and connection date, the investment, whether the permits are appealed and when construction starts are not stated in the municipal documents.
