Ockelbo’s Vallhalla plan is an adopted industrial zone, not a Hyperco hall

Ockelbo’s Vallhalla industrial plan was adopted by the municipal council and gained legal force on 9 July 2026. The purpose is space-demanding industry for energy-intensive, low-staff uses on about 52 hectares west of Lingbo. An adopted plan is not a hall, not a reservation, and not a commissioning.

Ockelbo’s Vallhalla plan page is the dated zoning source used here. The detailed development plan was adopted by the municipal council and gained legal force on 9 July 2026. The diary number is VGS-PLAN 2024-000004. The purpose is to enable space-demanding industry (J). The area is designed for energy-intensive activities with low staff density. The plan area is about 52 hectares, about two kilometres west of Lingbo, south of and adjoining the Grönviken substation at Fallåsvägen. Legal force is a planning fact. It is not a building permit and not an energization.

The 15 June 2026 council agenda listed the Vallhalla industrial plan as item 8. That page records that the meeting took place. It does not republish the adoption vote on the fetched news page. The later municipal plan page is the source used for legal force. A listed agenda item is not by itself a hall start.

The 31 May 2024 municipal note stays a 2024 land-and-notice sentence. It says Hyperco had signed an agreement with the landowner on part of Valhalla 1:96, two kilometres southwest of Lingbo, and had applied for a plan notice. A Hyperco quote on that page speaks of infrastructure that quickly allows offtake of hundreds of megawatts. Hundreds of megawatts is a 2024 operator quote. It is not a reservation and not a figure on the 2026 adopted plan. The same 2024 note says the substation’s full potential may be reachable after some expansion, hopefully within three to four years. Hopefully is the municipality’s word.

Named Swedish rows stay on their own papers. Hyperco’s Loviisa lease, Ellevio’s Gävleborg and Dalarna snapshots, Google Horndal and Svenska kraftnät’s county tables are different issuers and sites. An adopted Ockelbo industrial plan does not become those files.

The next update would need a later primary source that names a hall construction start, a connection agreement or a commissioning. Until then, 52 hectares stays zoning — not a Hyperco hall and not reserved megawatts.

Why it matters

An adopted industrial plan next to a 2024 hundreds-of-megawatts quote is easy to file as a live Lingbo campus. The July paper is usable only if 52 hectares stays zoning and the quote stays a 2024 sentence.

What remains unknown

The adopted plan does not publish a megawatt, a hall construction start, a connection agreement or a named tenant for 2026.
