Sweden versus Finland: neighbouring papers, not a Nordic winner

A Finnish signed-agreement total is the easiest figure to paste into a Swedish brochure. On 18 August 2026 Fingrid said data-centre projects with signed connection agreements had a planned final combined capacity of nearly 5 gigawatts by mid-August, including distribution-network projects and based on information from project developers. A signature, Fingrid says, does not guarantee full implementation. The 3 March 2026 bulletin for 2025 says consumption-connection enquiries reached over 100 gigawatts, more than half of them data-centre projects, and the 2025 annual review says about 40 new connection agreements were signed in 2025, of which approximately 10 were with data centres. Those are three Finnish metrics. They are not Horndal, Falun or SWE04. Google’s 9 September 2026 envelope of at least €13 billion in Finland, Fortum’s 22-year Loviisa nuclear PPA, Pure DC’s leased 110 megawatt SJK01 phase, Vaala’s zoning start and Helen’s 2027-scheduled Helsinki heat agreement stay on their own Finnish rows. This page will not add them to Swedish megawatts and will not declare a national winner.

Reading order

Start with the Finnish transmission-system rows, because those are the numbers a brochure will try to relocate. Read Fingrid’s 18 August 2026 signed-agreement notice first. Nearly 5 gigawatts is planned final combined capacity on signed agreements, including distribution-network projects, based on developer information. Then read the 3 March 2026 bulletin: over 100 gigawatts of consumption enquiries in 2025, more than half data centres. Then read the 2025 annual review: about 40 new connection agreements in 2025, around one third energy storage, approximately 10 with data centres and approximately 10 with electricity production. Enquiries are not signed agreements. Ten agreements are not five gigawatts. Southern Finland’s temporary tightness, published 30 January 2025, is a fourth Fingrid row. It is not a Swedish transmission hold.

Then read named Finnish campus and energy papers without adding them. Google’s 9 September 2026 notice plans at least €13 billion in Finnish digital infrastructure over 2027–2028, naming Hamina, Kajaani, Muhos and Vaala, plus a 22-year Loviisa nuclear PPA, additional wind PPAs that bring new-to-the-grid wind supported by Google to 629 megawatts, and a contracted 94 megawatt battery near Kajaani expected in late 2027. Fortum’s same-day inside information is the PPA instrument: ramp from 2028 to 50 percent of Loviisa in 2030–2049, plus an expected 10 megawatt increase on top of an already planned 38 megawatt uprate. Those megawatts are nuclear-plant output. Pure DC’s 14 July 2026 notice says SJK01 Phase 1 is a fully leased 110 megawatt AI campus, able to scale to 550 megawatts-plus subject to permissions and contracting, with 700 MVA on the Finland page. Vaala’s 26 February 2026 notice says Google bought land for a possible data centre if business needs require it, and that the council started Nuojua–Järvikylä zoning on 22 January 2026 for almost 900 hectares of partial master plan, of which about 380 hectares would be detailed-planned.

Then read Finnish heat papers as heat papers. Helen’s 31 August 2026 notice agrees with OnZero Finland Oy to connect waste heat to Helsinki’s district-heating network, scheduled to begin in 2027, with a ”could” volume of more than 500,000 megawatt-hours a year, enough for around 70,000 flats. atNorth’s 25 March 2026 notice says the Kesko FIN02 store link went live in November 2025 and is expected to cut about 200 tons of CO₂ equivalent a year at that store. CSC and Loiste’s 23 April 2026 notice is a Kajaani waste-heat progress paper. None of those sentences is Stockholm Exergi, Falu Energi & Vatten or GleSYS Falkenberg.

Only then open the Swedish comparison set already in this register. Meta Luleå is an operating northern campus without a current megawatt on the cited page. Google Horndal is a 2 June 2026 groundbreaking. Microsoft’s 16 November 2021 Sweden region named Gävle, Sandviken and Staffanstorp without facility megawatts. EcoDataCenter Falun keeps 41, 65 and 80 megawatts on separate rows. atNorth SWE01 states 12 megawatts of site power. SWE04 states 300 megawatts announced, with a reported 200 megawatt E.ON agreement on 28 May 2026. Svenska kraftnät’s county application table and formal connection process stay Swedish. They are not Fingrid’s five gigawatts.

  • Then named Finnish campus, PPA, battery and zoning papers, still unadded.
  • Then Finnish heat papers as heat, not as Swedish offtake.
  • Swedish register rows last — comparison method, not a championship.

What a neighbour paper cannot move

Fingrid and Svenska kraftnät are different transmission-system operators. A Finnish signed-agreement total does not become a Swedish reservation. A Swedish county application table does not become a Finnish enquiry total. The useful comparison is the metric type: enquiry, signed agreement, announced campus power, leased IT, connection agreement, groundbreaking, operating campus, scheduled heat, live store heat. If two sentences do not share a metric type, they cannot be ranked.

Google’s Finnish envelope and Google’s Horndal groundbreaking are the same issuer in two countries. The 9 September 2026 notice names Hamina, Kajaani, Muhos and Vaala for 2027–2028. The 2 June 2026 Horndal papers name Avesta municipality. Restating the envelope does not update Horndal, and Horndal’s shovel does not fill Vaala’s ”if business needs require it” condition. Fortum’s Loviisa PPA and Fortum’s 22 June 2026 Falun hydropower PPA are likewise the same issuer in two countries. Ten megawatts in SE3 is not 50 percent of Loviisa.

Pure DC’s 110 megawatt leased Phase 1, 550 megawatt-plus conditional campus and 700 MVA access are three Finnish boundaries. They are not added to SWE04’s 300 megawatt announcement or to the reported 200 megawatt E.ON agreement. Nebius’s Lappeenranta ”up to 310 megawatt” factory sentence and Fira’s ”approximately 310 megawatt once the entire campus is completed” sentence stay on their own Finnish construction row if a reader opens them. This page will not import them as a Swedish spare-power cell.

Heat reuse does not travel by brand. Stockholm Exergi at SWE01 or Conapto, Falu Energi & Vatten’s pellet-drying sentence and GleSYS’s 1 October 2020 Falkenberg start are Swedish heat rows. Helen–OnZero is a Helsinki schedule for 2027. Kesko FIN02 is one Espoo store that went live in November 2025. CSC–Loiste is Kajaani progress. A live Finnish store does not close a Swedish pipe, and a Swedish delivered-heat start does not prove a Finnish 70,000-flat illustration.

Zoning is not construction. Vaala’s January 2026 plan start and February land-purchase notice are Finnish process. They sit near Fingrid’s Nuojua substation on the municipal page. Hectares and a substation neighbour are geography. They are not reserved megawatts and not Horndal. A Swedish detaljplan row stays on Boverket and the municipality. It does not inherit 900 hectares.

What named primary sources show

Fingrid’s August 2026 notice shows nearly 5 gigawatts of planned final combined capacity on signed data-centre agreements. The March 2026 bulletin shows over 100 gigawatts of 2025 consumption enquiries, more than half data centres. The 2025 annual review shows about 40 agreements and approximately 10 data-centre agreements. The January 2025 notice shows temporary tightness in southern Finland. Google’s 9 September 2026 notice and Fortum’s same-day PPA show a Finnish investment envelope, a nuclear share ramp, a 94 megawatt battery and a 629 megawatt wind sentence. Pure DC, Vaala, Helen–OnZero, atNorth–Kesko and CSC–Loiste show named Finnish campus, zoning and heat rows. Swedish sources already in this register show Horndal, Luleå, Falun, SWE01 and SWE04 as separate dated rows. No source in this set publishes a Nordic winner.

Common misreads

The first misread is to paste nearly 5 gigawatts into a Swedish brochure as built Nordic AI power. Fingrid’s own caveat says a signature does not guarantee full implementation. The second is to mix 100 gigawatts of enquiries with 5 gigawatts of signed planned capacity and with ten 2025 agreements. Those are three metrics. The third is to treat Google’s €13 billion Finnish envelope as Horndal’s missing budget, or Horndal’s shovel as Vaala’s missing hall.

The fourth is to add 110, 550 and 700, or 300 and 200, or 10 and 50 percent of Loviisa, into one Nordic total. Different boundaries, different countries. The fifth is to treat Helen’s 70,000 flats or Kesko’s 200 tons as a Swedish heat year. The sixth is to declare a national winner because one TSO published a larger signed-agreement sentence. This page has no championship cell.

What to ask next

If a brief compares Sweden with Finland, ask which metric type sits in each cell. If it quotes 5 gigawatts, ask whether the sentence is signed planned capacity, enquiries, or an agreement count. If it quotes a Google euro figure, ask which country and which years. If it quotes heat, ask whether the paper is scheduled, live, a store, or a city network.

Then open the market-overview page, the capacity page, the grid-queue page and the district-heating page. A neighbour paper is useful only when it stays a neighbour paper.

  1. Metric type named before the country column.
  2. Fingrid 5 GW, 100 GW and ten agreements still on three lines.
  3. Google Finland envelope kept off Horndal.
  4. Heat papers labelled scheduled, live, store or city.
  5. No invented Nordic winner.

What this does and does not prove

This page proves that Fingrid published three different Finnish metrics — enquiries, signed planned capacity and 2025 agreement counts — that named Finnish campus, PPA, zoning and heat papers exist, and that the Swedish register already stores Horndal, Luleå, Falun, SWE01 and SWE04 as separate dated rows.

It does not prove that Finland is ahead of Sweden, or the reverse. It does not add Finnish gigawatts to Swedish megawatts. It does not treat a signature as energised IT load. It does not move a Helsinki heat schedule onto a Swedish pipe.

Empty cells stay empty. Until a later primary source publishes a comparable metric in both countries with the same boundary and the same date, the comparison stays a method, not a championship.
