Sweden versus Norway siting — a mature Statnett megawatt is not a Swedish plot offer

Does a hall belong in Sweden because Svenska kraftnät already prints data-centre application cells, or in Norway because Statnett’s first-half 2026 notice records around 3 500 MW of mature connection applications? Those are two letterheads and two paper classes. Svenska kraftnät’s requested-capacity-by-area table, used here from the 2 September 2026 letterhead, says the figures cover applications in the TSO queue until capacity has been reserved and a förhandsbesked has been sent. In that table the data-centre consumption cells read 495 MW in SE1, 1 320 MW in SE2, 5 169 MW in SE3 and a blank cell in SE4. Those are Swedish application megawatts before reservation. They are not a reserved Swedish hall fleet and not a Norwegian offer. Statnett’s process page, updated 23 April 2026, says first contact is the local grid company. Statnett is notified via Tilko when a mature need exceeds 5 MW or 20 GWh per year. Ordinary consumption below that threshold is not a Statnett capacity check. Needs above 100 MW go through a Statnett maturity assessment; needs above 300 MW may connect directly to the transmission grid. The half-year notice used here is 27 August 2026: around 3 500 MW of mature applications, more than 600 MW of consumption and 100 MW of production connected in the last twelve months, a rise from 248 to 271 development projects, NOK 6.4 billion of first-half investment, and a Blåfalli–Gismarvik line for planned industrial consumption in Haugaland. Those Norwegian sentences are not a Nordic data-centre queue and not Swedish reserved megawatts. NVE’s surplus-heat page, last updated 31 March 2025, says that from 1 April 2025 a cost-benefit analysis is required for data centres above 2 MW of supplied electric power, and that NVE must approve the analysis before physical start. The condition-to-use-heat power does not apply to data centres defined by supplied power. An analysis is not a heat contract and not a Swedish offtake. The Sweden-versus-Finland page already owns the Finnish pair. This page only asks which published object the Sweden-versus-Norway slogan is actually sitting on.

Reading order

Seat the country and the paper class before you compare slogans. A Swedish application cell on Svenska kraftnät’s 2 September 2026 area table is not a Norwegian mature-application total. Statnett’s 23 April 2026 process page is not Svenska kraftnät’s early-indication form. NVE’s 2 MW surplus-heat analysis duty is not a Swedish district-heat contract. Write the issuer, the date and the object on one line before you argue that one country is “easier”.

Then keep Norwegian process thresholds on their own row. First contact is the local grid company. Statnett sees a mature need above 5 MW or 20 GWh per year through Tilko. Ordinary consumption below that band is not a Statnett capacity check. Above 100 MW Statnett assesses maturity. Above 300 MW the connection may sit on the transmission grid. A reservation can be cancelled if progress conditions fail. Those are Norwegian process facts. They do not convert Meta Luleå, Microsoft Gävle or atNorth SWE04 into Norwegian reserved megawatts.

Then keep the 27 August 2026 half-year numbers as Statnett numbers. Around 3 500 MW of mature applications is not reserved power. More than 600 MW of connected consumption and 100 MW of connected production in the last twelve months is a past-tense connection sentence, not the application total. The rise from 248 to 271 projects and NOK 6.4 billion of first-half investment is a grid-build paper. Blåfalli–Gismarvik is a Haugaland industrial-consumption sentence. It does not name atNorth NOR01 as a reserved megawatt and it does not become Hamre or Horndal.

Then keep heat on its own row. From 1 April 2025 NVE requires a cost-benefit analysis for data centres above 2 MW of supplied electric power, and must approve it before physical start including site preparation done in order to build. Drawings may be prepared before approval. A positive analysis does not, for data centres defined by supplied power, trigger NVE’s power to require heat use. That Norwegian analysis is not Stockholm Open District Heating and not SWE04’s Sollefteå heat intention.

What a Swedish queue clock and a Norwegian maturity clock actually measure

Svenska kraftnät’s 2 September 2026 area table remains useful here because it refuses a reserved-power reading. The page states that the figures apply to applications until capacity has been reserved and a förhandsbesked has been sent. The data-centre consumption row is one type among solar, onshore wind, other production, energy storage, industry and other consumption. SE1’s printed data-centre cell is 495 MW of applications. SE2’s is 1 320 MW. SE3’s is 5 169 MW. SE4’s cell is blank. A blank southern cell is not southern surplus. Adding the printed Swedish data-centre cells does not create a Nordic league table and does not become Statnett’s 3 500 MW sentence.

Statnett’s 23 April 2026 process page measures a different clock. The local grid company is the first inbox. Tilko carries a mature need above 5 MW or 20 GWh per year to Statnett. Below that band, ordinary consumption is not a Statnett capacity check. Above 100 MW Statnett assesses whether the project is mature enough to reserve. Above 300 MW the connection may sit on transmission. Three reservation conditions and a binding progress plan sit on that page. A reservation can be cancelled if the conditions fail. Those sentences do not publish a data-centre split and do not name a Swedish cadastral unit.

The 27 August 2026 half-year notice measures pace, not a hall census. Around 3 500 MW of mature applications is up 2 000 MW year on year. Around and compared with are Statnett’s words. Connected consumption above 600 MW and connected production of 100 MW in twelve months stay on a separate past-tense line. They must not be added to the application total. Stricter maturity requirements in 2026 are a queue-entry rule. They are not a Swedish förhandsbesked.

The 22 April 2026 Svartisen notice is a regional hold, not a Nordic pause. Statnett paused reservations for future industrial consumption north of Svartisen. That geography stays north of Svartisen. It is not a cancellation of Haugaland, not a Swedish SE1 cell and not a Danish autumn signing window. Named neighbouring papers — atNorth’s June 2026 Haugaland / NOR01 announcement, Sollefteå Hamre, Meta Luleå — stay on their own files.

NVE’s surplus-heat duty measures an analysis gate. From 1 April 2025 the operator of a data centre above 2 MW of supplied electric power must send a cost-benefit analysis to NVE and must not start physical works, including extensive clearing done in order to build, before approval. NVE may, with the municipality and county, set a use-the-heat condition when the analysis is positive — except for data centres and other plants defined by supplied electric power. A profitable potential on that analysis is still an analysis. It is not a Vestforbrænding contract and not a Swedish offtake.

What named primary sources show

Svenska kraftnät’s 2 September 2026 area table remains the dated Swedish queue-cell source. Keep 495 MW, 1 320 MW, 5 169 MW and the blank SE4 cell attached to that letterhead. Do not move them onto a Statnett half-year total.

Statnett’s 23 April 2026 process page remains the Norwegian threshold source. The 27 August 2026 half-year notice remains the dated mature-application and connection-progress source. The 22 April 2026 Svartisen notice remains a regional reservation hold. NVE’s page last updated 31 March 2025 remains the surplus-heat analysis source from 1 April 2025.

Named halls stay on their own geography cells. Meta Luleå sits in Sweden on papers already used in this register. atNorth’s Haugaland / NOR01 announcement sits in Norway. No cited source here publishes a reserved megawatt that converts one country’s queue into the other country’s plot.

A matrix instead of a Nordic-winner slogan

Draw one page with country rows and evidence columns. Swedish application megawatts, Swedish reserved megawatts, Norwegian mature applications, Norwegian connected megawatts, process thresholds and surplus-heat duties are different columns. Empty cells stay empty. A 3 500 MW mature-application cell is a Statnett footnote, not a Swedish reserved-power column.

Do not invent a Sweden-versus-Norway league table from the 2 September 2026 cells or from the August half-year total. Those remain different objects from different years, methods and issuers.

Common misreads

The first misread is to treat around 3 500 MW of mature Norwegian applications as reserved Nordic hall power, or as proof that Sweden is “full”. The cell is a first-half mature-application total without a data-centre split. The second is to add the 600 MW connected-consumption sentence to the application total. The third is to treat a lighter Swedish SE1 cell as northern surplus that should be compared with Haugaland.

The fourth is to paste NVE’s 2 MW analysis duty onto a Swedish heat brochure. The fifth is to treat the Svartisen hold as a nationwide Norwegian pause or as a Danish grid-full notice. The sixth is to treat Statnett’s 300 MW transmission sentence as a Swedish early-indication ceiling. The seventh is to collapse this page into the Sweden-versus-Finland page or the Sweden-versus-Denmark page.

What to ask next

Ask which country the municipality sits in, which paper class — Swedish application, Swedish reservation, Norwegian mature application, Norwegian connected load or NVE analysis — anyone is quoting, and which dated letterhead you actually hold. Ask whether a heat sentence is a Norwegian analysis duty or a signed offtake. Ask which network-owner letter you already hold.

Then open the Sweden-versus-Finland page, the Sweden-versus-Denmark page, the early-indication page and the grid-queue page. If the operator will not name the country and the paper class, record the gap. Do not fill it from a Nordic-winner slide.

  3. Has the 600 MW connected sentence been added to the application total?
  4. Has NVE’s 2 MW analysis been treated as a heat contract?

What this does and does not prove

This page proves that a dated Svenska kraftnät area table already prints Swedish data-centre application cells, that Statnett already publishes a different process and a first-half 2026 mature-application total of around 3 500 MW, and that NVE already publishes a 2 MW surplus-heat analysis duty — and that those objects are not a Nordic winner, not reserved plot megawatts and not a Swedish heat contract.

It does not prove that a named Swedish or Norwegian hall can connect next year. It does not invent a data-centre split of the Norwegian total. It does not treat Blåfalli–Gismarvik as a campus offtake.

Empty cells stay empty. Until a later primary source names a reserved megawatt that actually converts one country’s queue into the other country’s plot, the siting clock stays a method, not a census.
