SE1 versus SE2 siting — a northern queue megawatt is not a plot offer
Does a hall belong in SE1 because Meta already sits in Luleå, or in SE2 because a Sundsvall-area price hour looks different? Energimarknadsinspektionen publishes four bidding areas — SE1 Luleå, SE2 Sundsvall, SE3 Stockholm and SE4 Malmö — so that transmission constraints show up in the wholesale price. They do not allocate import capacity to a cadastral unit. Svenska kraftnät’s requested-capacity-by-area table, used here from the 2 September 2026 letterhead, says the figures cover applications in the TSO queue until capacity has been reserved and a förhandsbesked has been sent. In that table the data-centre consumption cells read 495 MW in SE1, 1 320 MW in SE2, 5 169 MW in SE3 and a blank cell in SE4. Those are application megawatts before reservation. A lighter SE1 cell is not northern surplus. A heavier SE2 cell is not reserved Sundsvall power. Aurora Line’s 12 November 2025 energisation writes that regional offtake headroom around Luleå and Boden rises from 345 MW to 745 MW. That rise sits on a TSO interconnect paper. It is not a named campus reservation in either northern area. The electricity-areas page already owns the four names and the open 2026–2027 review. The SE3-versus-SE4 page already owns the southern pair. This page only asks which published siting object the SE1-versus-SE2 slogan is actually sitting on.

Reading order
Seat the municipality in an official area before you compare slogans. Meta’s Luleå campus sits in SE1 on the papers already used in this register. Microsoft Gävle and Microsoft Sandviken sit in SE2. atNorth SWE04 in Sollefteå sits in SE2. EcoDataCenter Falun and evroc Arlandastad sit in SE3 and are not used here as a northern score. AWS Europe (Stockholm) remains a Sweden-region name without a published municipality on the cited launch pages and is not used here as an area pin. Those assignments follow official area names. They are not a league table.
Then read the queue table as applications, not as offers. Svenska kraftnät says the cells run until reservation and förhandsbesked. Offshore wind is excluded because it sits in a separate process. The published data-centre consumption cells on the 2 September 2026 page are 495 MW in SE1 and 1 320 MW in SE2. Adding those two printed northern data-centre cells gives 1 815 MW. That sum is arithmetic of those cells. It is not a reserved northern hall fleet and not a Luleå or Sollefteå offer.
Then keep price, review and interconnects on their own rows. A cheap or expensive hour is a wholesale-market fact. The May 2026 assignment and the 29 January 2027 due date are a policy file. ENTSO-E’s 28 April 2025 bidding-zone notice is the dated source for the sentence that Nordic TSOs proposed to keep Sweden’s four areas. Aurora Line’s 345-to-745 MW sentence stays on the Luleå and Boden row. None of those papers is a connection offer.

What a northern siting clock and a queue clock actually measure
The 2 September 2026 area table is useful here because it refuses a reserved-power reading. The page states that the figures apply to applications until capacity has been reserved and a förhandsbesked has been sent, and that they are split by connection type and application year. The data-centre consumption row is one type among solar, onshore wind, other production, energy storage, industry and other consumption. SE1’s printed data-centre cell is 495 MW of applications. SE2’s printed data-centre cell is 1 320 MW of applications. Those remain application rows. They do not convert Meta Luleå, Microsoft Gävle, Microsoft Sandviken or atNorth SWE04 into reserved megawatts.
Microsoft’s Sweden region spans SE2 and SE4 on the papers already used here. That span is geography. It is not a transfer of queue megawatts between SE1 and SE2, and it is not a transfer from the north to Staffanstorp. The SE3-versus-SE4 page already owns that southern Staffanstorp sentence. This page does not steal it.
Interconnect papers stay interconnect papers. Svenska kraftnät’s 12 November 2025 notice records Aurora Line 1 as a 400 kV alternating-current link from Messaure to Pyhänselkä, and writes that regional offtake headroom around Luleå and Boden rises from 345 MW to 745 MW. That 400 MW step sits in the north. It is not an SE2 hall reservation in Gävle, Sandviken or Sollefteå, and it is not a named SE1 campus reservation beyond the regional sentence. The May 2026 Konti-Skan Connect pause and the 2024 Hansa PowerBridge rejection sit on southern or south-western corridors. They are not northern siting numbers.
The review file remains open. The government expanded Svenska kraftnät’s assignment on 29 May 2026, with reporting due 29 January 2027. ENTSO-E’s 28 April 2025 notice is the dated European study sentence that Nordic TSOs proposed to maintain Sweden’s current configuration. An open review is not a done remap and not a plot yes.
What named primary sources show
Energimarknadsinspektionen’s bidding-area page remains the official name source: SE1 Luleå, SE2 Sundsvall, SE3 Stockholm, SE4 Malmö. Svenska kraftnät’s 2 September 2026 area table remains the dated queue-cell source. Keep 495 MW and 1 320 MW attached to that letterhead. Do not move them onto a municipal welcome letter.
The 29 May 2026 government assignment, Svenska kraftnät’s analysis page and ENTSO-E’s 28 April 2025 notice remain the review stack already owned by the electricity-areas page. This page only uses them as the reason a northern siting slogan cannot treat today’s map as a promise.
The Aurora Line paper remains an interconnect file. Named halls stay on their own geography cells. No cited source here publishes a reserved megawatt for a named SE1 or SE2 hall from the area table.
A matrix instead of a north-versus-north slogan
Draw one page with area rows and evidence columns. Official name, named hall geography, application megawatts, reserved megawatts, hourly price and interconnect paper are different columns. Empty cells stay empty. A 495 MW or 1 320 MW application cell is a queue footnote, not a reserved-power column. Aurora Line’s 345-to-745 MW sentence is a regional TSO footnote, not a hall column.
Do not invent an SE1-versus-SE2 league table from the 2 September 2026 cells or from Aurora Line’s northern headroom. Those remain different objects from different years and methods.

Common misreads
The first misread is to treat 495 MW in SE1 as proof that the far north is empty of halls or full of spare power. The cell is an application cell before reservation. Meta Luleå already sits in SE1 on other papers. The second is to treat 1 320 MW in SE2 as reserved Sundsvall or Sollefteå power. The third is to treat a cheap or expensive hour as a connection offer.
The fourth is to paste Aurora Line’s 345-to-745 MW northern headroom onto Gävle, Sandviken or Sollefteå. The fifth is to treat Microsoft’s SE2-and-SE4 geography as a transfer of queue megawatts. The sixth is to treat the 29 January 2027 review date as a done remap. The seventh is to collapse this page into the SE3-versus-SE4 page.
What to ask next
Ask which official area the municipality sits in, which named hall papers you actually hold, and which queue cell — application, reservation or förhandsbesked — anyone is quoting. Ask whether a price hour or Aurora Line’s regional headroom has been treated as a plot offer. Ask which network-owner letter you already hold.
Then open the electricity-areas page, the SE3-versus-SE4 page and the grid-queue page. If the operator will not name the area and the paper class, record the gap. Do not fill it from a north-versus-north slide.

What this does and does not prove
This page proves that a dated Svenska kraftnät area table already prints data-centre application cells of 495 MW in SE1 and 1 320 MW in SE2, and that those cells are not reserved plot megawatts, northern surplus or a done remap of the two northern areas.
It does not prove that a named SE1 or SE2 hall can connect next year. It does not invent a price-to-offer conversion. It does not treat Aurora Line’s regional headroom as a campus offtake.
Empty cells stay empty. Until a later primary source names a reserved megawatt for a named SE1 or SE2 hall against that table, the siting clock stays a method, not a census.
