Halmstad's community-development committee on 22 September 2026 backed a letter of intent with Kistinge Infrastruktur AB on the municipal property Fyllinge 20:432. The company wants to build a data centre there and deliver waste heat to the district-heating network. The deal requires at least 10 MW of connected power. The company has until 30 April 2027 to say whether it wants to buy the land.

The municipality's news item of 22 September 2026 says a unanimous committee backed a letter of intent with the company behind the plans for a data centre on Fyllinge 20:432 in the Kistinge industrial area. The case number is KS 2026/00451. The administration had proposed that the committee approve the letter of intent.

Kistinge Infrastruktur AB is a subsidiary of Therma Loop AB, according to the officer's report of 1 September 2026. The municipality owns the property. It is 13,531 square metres and has a detailed plan for industrial use. It was earlier set aside for companies that want to move goods by rail, as it lies near a loading dock on the municipal industrial track. According to the report it is the last property the municipality currently has for sale in the Kistinge industrial area. The administration judges the benefit for the district-heating network to be higher than keeping the plot for rail freight.

The letter of intent lets the company investigate whether the basic conditions for a data centre are in place. Among other things, the energy companies must be able to deliver at least 10 MW of connected power to the data centre. The company is to tell the municipality before 30 April 2027 whether it wants to buy the property. Otherwise the letter of intent lapses automatically. Until then the municipality will not negotiate a sale with anyone else. The company carries out ground surveys at its own expense. The next step would be a reservation agreement.

Therma Loop AB and the municipal energy company Halmstads Energi och Miljö AB (HEM) already have a letter of intent on delivering waste heat from the planned data centre to HEM's district-heating network. A HEM presentation from its price dialogue, meeting no. 1 2026, mentions a "small data centre Fyllinge" with a first phase of 10 MW and just over 7 MW of heat. According to the slide it would replace the Stena boiler, described as the last fossil-fired boiler, and could be doubled when more electrical power is available. The presentation does not name the company.

In its request to the municipality the company describes a larger data-centre area built in phases, with colocation and AI infrastructure, redundant energy and cooling systems and a connection to regional power infrastructure. It expects about 30 to 35 permanent jobs after completion and more than 150 during construction. These are the company's figures.

The decision was taken in September. DataCenterSweden has now read the papers and added the project to the register as unconfirmed. The committee's minutes of 22 September could not be retrieved from the municipality's website, so the item number is not given here. It is the second data-centre project in Halland County in the register, after GleSYS in Falkenberg.

Why it matters

It is a documented municipal land step for a data centre that is tied to district heating from the start. The power requirement is written into the deal: without at least 10 MW of connected power the project does not move on.

What remains unknown

Which grid company would supply the power and whether 10 MW is available, the investment, the timetable, the price of the land and whether the company goes ahead before 30 April 2027 are not known. The item number in the committee's minutes has not been checked.
