Noise, neighbours and permit clocks

Reading order

Write the operating cases before you write a date. Normal cooling at the design condition, generator test and emergency, construction and deliveries, and day-evening-night conditions are different rows. Sensitive receptors and background sound belong on the same page. A single “quiet design” slogan is not a case. Naturvårdsverket’s 2015 industrial-noise guidance is written for Environmental Code supervision and permitting of industrial and similar sound, including technical installations. Use it as a starting vocabulary. Do not paste its starting-point levels into a slide as a national data-center limit.

Then name the clock. A detaljplan investigation and samråd sit on the municipal planning clock. Bygglov examines a specific building. Startbesked is a later notice that works may begin. An environmental undersökning, anmälan or tillstånd sits on a different clock with a different desk. The network-owner clock is a third object. The development-timeline page draws those bars. This page asks which bar the acoustic paper actually unlocks.

Then label every public date. evroc’s 3 February 2025 notice aims to break ground in the first half of 2025 and operate in the latter half of 2026. Those are company expectations, not startbesked and not an acoustic decision. Google’s 2 June 2026 Horndal groundbreaking materials are a welcome and a construction-timeline source in this register. They are not a detaljplan extract and not a stored noise judgment. Microsoft’s 16 November 2021 region opening is an opening date, not a permit month count you can copy onto the next hall.

How the clocks actually run

PBL is already a chain inside one bar. An översiktsplan is guidance. A detaljplan, if needed, has investigations, samråd, granskning, antagande and a path to laga kraft. Bygglov examines a building against that plan or, where no plan applies, through a separate examination. Startbesked is later. Slutbesked is later still. Occupancy, technical commissioning and commercial IT availability are not the same event. Collapsing those words into “permit granted in month twelve” invents a calendar that Boverket’s knowledge bank does not publish as a constant.

The Environmental Code clock is a classification exercise before it is a form. Cooling water, backup fuel and noise each have their own undersökning, anmälan or tillstånd question. Plan-stage environmental screening is another paper. Naturvårdsverket’s Environmental Code hub is the starting page. The 2015 industrial-noise guidance is support for how supervisors and permitting officers may assess industrial and similar sound at named receptor types. It replaced earlier general advice. It does not decide your hall, and this page will not treat it as case law or reprint a limit table that readers would paste as “Sweden allows X dB for data centers.”

Noise sits on both clocks because neighbours appear in planning and in environmental supervision. Outdoor dry coolers, heat-pump skids and generator yards are visible and audible objects. A detaljplan that is silent on technical installations can still meet a later lov examination that asks for an acoustic investigation. An environmental officer can ask for operating cases the plan stage never modelled. High-density AI plant and traditional colo plant are not automatically the same source term. The density page explains why. The acoustic file must still name the source.

Appeals and completeness are risks, not month constants. Different decisions have different legal effects. This page does not invent a single laga-kraft field for every paper type and does not assign a Swedish average for how long an appeal lasts. If the project file has no dated decision, the register has no dated decision. A chair quote that a site is “fully zoned” remains a quote until the plan instrument and its date sit in the folder.

What named primary sources show

Boverket’s PBL knowledge bank and detaljplan pages are the official sequence for plan and building papers. They explain instruments and process order. They do not publish a national month constant that this register can reprint. Naturvårdsverket’s Environmental Code guidance is the starting page for environmental classification. The April 2015 industrial-and-operational-noise guidance states that it supports Environmental Code supervision and permitting, that it covers environmentally hazardous activity and similar sound including technical installations, and that it gives starting-point immission levels at dwellings, schools, preschools and healthcare premises. It also notes that it replaces earlier general advice RR 78:5. Those are guidance facts. They are not a judgment in a named Swedish data-center case.

evroc’s 3 February 2025 notice is a worked example of labelled company dates: land and building-rights purchase, a GPU design envelope, an investment intention, and aims for groundbreaking and operation. The notice does not document startbesked, an acoustic investigation or a municipal noise decision. Google’s Horndal location page and 2 June 2026 groundbreaking materials give a construction-timeline and welcome source. This register still treats a municipal plan or permit extract as not yet stored on that project row. Microsoft’s 16 November 2021 opening names three municipalities. It is not a template for the next hall’s acoustic clock.

Operator sustainability copy is not an acoustic decision. atNorth SWE01’s liquid cooling and Exergi mention, Conapto’s heat-recovery wording and EcoDataCenter’s Falun recovery wording describe heat and cooling plants that neighbours may hear. They do not publish a project-specific noise decision in the sources used here. Meta’s Luleå outdoor-air description likewise does not store a noise judgment. If the primary material is silent, the register has not located a project-specific noise decision. That silence is not rewritten as “noise approved” or “noise impossible.”

A matrix instead of a fake Gantt

Draw one page with sources in rows and clocks in columns. For each source — cooling, generators, construction, deliveries — write whether the planning clock, the environmental clock and the neighbour conversation have a dated paper. Empty cells stay empty. “In dialogue” stays a note. A predicted level, a measured background and an authority assessment remain different evidence.

High-density plant and backup-power testing belong as separate rows even when the marketing deck shows one quiet campus. Construction peak is not steady-state operation. Common misreads

The first misread is to invent a Swedish data-center decibel from the 2015 guidance. The guidance is a starting point for case-by-case assessment. The second is to publish “eighteen months to permit” as a national fact. No source here supports that constant. The third is to treat a groundbreaking photo as startbesked. The fourth is to treat “fully zoned” chair wording as a stored plan decision. The fifth is to hide generator tests behind a cooling-only model. The sixth is to write a legal conclusion from a ministry or agency homepage. This page is orientation. It is not an opinion of counsel and it is not a judgment.

What to ask next

Ask for one noise matrix covering normal cooling, generator tests, emergency operation, construction and deliveries. Ask which cells are measured, predicted or still unknown. Ask which clock each cell sits on, and which dated paper would turn the cell. Ask the municipality and the environmental desk separately.

Then open the shorter noise leaf, the development-timeline page, municipal planning, environmental permits and municipal engagement. If the operator will not attach an acoustic method and date, record the gap. Do not fill the gap from another country’s table or from an invented Swedish average.

What this does and does not prove

This page proves that Swedish noise files sit on more than one clock, that 2015 industrial-noise guidance is a starting point rather than a data-center statute, and that company groundbreaking dates are not acoustic decisions. It proves that this register has not stored project-specific noise judgments for the named halls.

It does not prove how many months a Swedish data-center permit takes. It does not reprint a national allowed decibel. It does not write case law. It does not treat a welcome in Horndal or a land purchase in Arlandastad as startbesked.

Unknown decisions stay unknown. Point to the missing municipal or environmental paper. A later primary source may add a dated decision verb. Until it does, guidance remains guidance, a company aim remains an aim, and a neighbour conversation remains a conversation rather than a grant.
