Noise complaints — the Swedish supervision file
Has a neighbour opened a supervision file, or have you only been handed a quiet-design slogan? Naturvårdsverket’s Environmental Code supervision pages say a person or a business that experiences a disturbance that may cause inconvenience to human health or the environment can lodge a complaint with the supervisory authority. Chapter 26, section 1 of the Environmental Code (1998:808) says supervision shall ensure the purpose of the Code. Chapter 9, section 3 defines inconvenience to human health as a disturbance that, according to a medical or hygienic assessment, adversely affects health and is not minor or wholly temporary. Chapter 26, section 9 lets the authority decide the injunctions and prohibitions needed in the individual case. Naturvårdsverket’s April 2015 guidance on industrial and other operational noise is a 22-page support document for that supervision and for permitting. It offers starting-point immission levels at dwellings, schools, preschools and healthcare premises. It is not a data-center statute and not a table this register will reprint as “the allowed Swedish decibel.” The noise-and-permit-timelines page places acoustic cases on planning and environmental clocks. This page asks what happens after a complaint arrives.

Reading order
Write the sound object before you write the complaint. Normal cooling, generator test, emergency run, construction and deliveries are different sources at different hours. A single “quiet campus” sentence is not a case. The thin noise page and the permit-clocks page already ask for that matrix. This page adds the supervision object: who complained, to which desk, about which operating case, and what paper came back.
Then name the desk. Naturvårdsverket’s national supervision-strategy pages say Environmental Code supervision is carried out mainly by county administrative boards and municipalities, and that the Environmental Supervision Ordinance (2011:13) assigns who does what. A municipal environmental office and a county board are not the same letterhead. The authority that received the complaint is the one that must appear in the file.
Then label the paper. A neighbour email to the operator is not a complaint case. A diary entry at the municipality is not an injunction. An injunction under chapter 26, section 9 is a decision that the operator can appeal. Silence is not “noise approved.”

How a complaint file actually runs
Naturvårdsverket’s complaint-case page is the official starting vocabulary. A complaint may be written or oral, or arrive as film or sound. The authority communicates the material to the person who causes the disturbance or has the power to act — typically the operator or the property holder. If the authority judges that the disturbance risks inconvenience to health or the environment, it shall issue an injunction. An injunction creates a decision that can be appealed. That sequence is guidance about supervision. It is not a promise that every cooling-fan email becomes an injunction, and this page will not invent a Swedish average week from complaint to decision.
Chapter 9, section 3 is the legal test the authority is applying when the question is human health: a disturbance that, according to a medical or hygienic assessment, adversely affects health and is not minor or wholly temporary. Chapter 2’s duty of knowledge still sits on the operator. The 2015 industrial-noise guidance supports how supervisors and permitting officers may assess industrial and similar sound, including technical installations, at named receptor types. It replaced earlier general advice RR 78:5. Use it as a starting vocabulary. Do not paste its starting-point levels into a slide as a national data-center limit.
Chapter 26, section 9 a, as the 2015 guidance records, limits later supervision where a detaljplan description or a building permit has stated calculated outdoor-noise values under the Planning and Building Act: the authority may not, as a rule, issue injunctions or prohibitions because of that noise while those values are met, except for extraordinary reasons tied to residents’ health. That is a coordination rule between PBL and the Environmental Code. It is not a hall exemption and not a reason to skip the acoustic matrix.
Appeals, completeness and “synnerliga skäl” are risks, not month constants. Different decisions have different legal effects. If the project file has no dated complaint, investigation or injunction, the register has no dated complaint, investigation or injunction. A chair quote that neighbours are “on board” remains a quote.
What named primary sources show
The Environmental Code, Naturvårdsverket’s complaint and supervision-strategy pages, and the April 2015 industrial-noise guidance are the official Swedish papers on this page. Boverket’s PBL knowledge bank remains the official sequence for plan and building papers that may later constrain supervision under chapter 26, section 9 a. None of those sources publishes a universal month count from complaint to injunction, and none reprints a data-center decibel law.
evroc’s 3 February 2025 notice and Google’s 2 June 2026 Horndal groundbreaking remain company or welcome dates. They do not document a stored noise complaint or a municipal injunction in this register. Microsoft’s 16 November 2021 region opening names three municipalities. It is not a template for the next hall’s complaint file. Operator heat and cooling copy — atNorth SWE01, Conapto, EcoDataCenter Falun, Meta Luleå outdoor air — describes plant that neighbours may hear. It does not publish a project-specific complaint decision in the sources used here.
If the primary material is silent, the register has not located a project-specific noise complaint. That silence is not rewritten as “neighbours approved” or “complaints impossible.”
A matrix instead of a quiet badge
Draw one page with complaint states in rows and evidence in columns. Operator conversation, municipal diary, investigation, injunction and appeal are different rows. Cooling, generator test, construction and deliveries are different source columns. Empty cells stay empty. A Nordic winter is not a column.
Do not invent a Swedish complaint league table from the 2015 starting points, from a chair quote, or from an operator outdoor-air sentence.

Common misreads
The first misread is to treat a neighbour email to the operator as a closed supervision file. The second is to treat the 2015 starting points as a national data-center limit. The third is to treat chapter 26, section 9 a as a reason to skip the acoustic matrix.
The fourth is to invent a month count from complaint to injunction. The fifth is to treat a groundbreaking welcome as proof that no complaint exists. The sixth is to collapse construction noise and steady-state cooling into one case.
What to ask next
Ask which operating cases have been modelled, which receptors sit on the map, and whether any neighbour contact is an operator conversation or a diary number at a named authority. Ask whether a detaljplan or a bygglov already states calculated outdoor-noise values that later constrain supervision.
Then open the parent noise page, the permit-clocks page and the municipal-engagement page. If the file has no dated complaint paper, record the gap. Do not fill it from a quiet slogan.

What this does and does not prove
This page proves that a Swedish noise complaint is a supervision object with a named desk and a named paper type. It proves that the Environmental Code defines inconvenience, that Naturvårdsverket publishes complaint-handling guidance, and that the 2015 industrial-noise document is starting-point support rather than a data-center statute.
It does not prove that every hall will receive a complaint. It does not publish a national decibel, a week count or a stored injunction for Horndal, Falun or Luleå. It does not treat silence as approval.
Unknown complaints stay unknown. Point to the named source gap. Until a later primary source adds a dated Swedish hall complaint with a desk and a decision verb, the quiet slogan stays a slogan.
