Construction logistics and heavy-transport permits — a transformer is not automatically a special transport

Is the next paper an ordinary combination that already fits chapter 4 of the Traffic Ordinance (1998:1276), or have you only been handed a slide that says “special transport, apply next week”? Transportstyrelsen’s indivisible-load page says an overweight move always needs a väghållare dispens, and that extra width or length caused by the load itself is allowed only when the load is odelbar under chapter 13, section 4. The same page also writes prescribed exceptions: width-only indivisible loads up to 350 centimetres can move under TSFS 2023:36 without a separate dispens, and length-only indivisible loads up to 30.0 metres can move under TSFS 2023:37. Wider or longer combinations, and any overweight move, stay on the dispens row. One municipality means the municipality grants the dispens; a route through several municipalities means Trafikverket’s region where the trip starts. Trafikverket’s transportdispens page splits files into L, XL and XXL segments and writes that an XXL indivisible-load move — for example more than 150–200 tonnes — may need works on the road, with a recommendation to apply 12 months before the move. The BK page writes BK4 as a 74-tonne gross-weight class with unchanged axle-load limits versus BK1, plus extra vehicle conditions. This page only asks which published row a crane, a transformer or a 74-tonne combination sits on. It does not invent a named Swedish hall move week.

Reading order

Name the ordinary limit before you ask for a dispens. Trafikverket’s transportdispens page points to chapter 4 of the Traffic Ordinance (1998:1276) for the default Swedish weights, widths and lengths. A combination that already fits those limits does not become a special transport just because the cargo is a transformer.

Then name whether the excess is weight, width, length, or a vehicle that exceeds the limits by construction. Transportstyrelsen says overweight always needs the väghållare dispens. Extra width or length from the load requires odelbar last under chapter 13, section 4. Width-only indivisible loads up to 350 centimetres can use TSFS 2023:36 without a separate dispens. Length-only indivisible loads up to 30.0 metres can use TSFS 2023:37. Width above 350 centimetres, length above 30.0 metres, mixed excesses above the lower 260-centimetre and 24.0-metre thresholds, and any vehicle that is itself too wide, long or heavy, stay on the dispens row.

Then name the dispenser and the segment. One municipality: the municipality. Several municipalities: Trafikverket’s region where the trip starts. Trafikverket writes special reasons — an indivisible load, or a function vehicle such as a mobile crane or a concrete pump — and a no-danger test for traffic safety, the road and other major inconvenience. Segments L, XL and XXL sit on the same page. XXL — illustrated as more than 150–200 tonnes — may need infrastructure works; Trafikverket recommends applying 12 months before the move. BK4 is a later row: 74 tonnes gross with BK1 axle loads and extra vehicle conditions. It is not an XXL dispens.

What a dispens clock and a BK clock actually measure

Chapter 4 of the Traffic Ordinance is the default. Everything else on this page is an exception, a prescribed width or length rule, or a classified public road. Transportstyrelsen also writes that those ordinance limits apply on roads that are not private. On a private road the owner decides. That private-road cell does not convert a public-road overweight move into a free ride.

Odelbar last is a legal test, not a commercial preference. A load that could have been split is not indivisible just because splitting would have been inconvenient. Overweight stays on the dispens row even when the load is indivisible. The TSFS 2023:36 and 2023:37 exceptions stay exceptions: width-only up to 350 centimetres, length-only up to 30.0 metres. Mixed excesses and construction-exceeding vehicles do not borrow those exceptions.

The dispenser follows the map. One municipality keeps the file local. A multi-municipality route moves the file to Trafikverket’s starting region. A later region along the route does not become the applicant’s home region just because the hall sits there. L / XL / XXL are Trafikverket segments, not BK classes. The 12-month recommendation sits on the XXL indivisible-load row because works may be needed. Applying three weeks before an XXL move is a calendar hope, not a Trafikverket sentence.

BK4 is a bärighetsklass. Trafikverket writes BK1 at 64 tonnes, BK2 at 51.4 tonnes, BK3 at 37.5 tonnes and BK4 at 74 tonnes, with axle loads unchanged versus BK1 and extra vehicle conditions, including dual wheels for some configurations. Private roads are not BK-classified. BK4 does not replace a width or height dispens and it does not open every road.

What named primary sources show

Trafikförordning (1998:1276) remains the ordinary-limit paper. Keep chapter 4 on that row. Transportstyrelsen’s odelbar-last page remains the overweight, indivisible-load and dispenser-split paper, including TSFS 2023:36 and 2023:37 and the private-road sentence.

Trafikverket’s transportdispens page remains the L / XL / XXL paper. Keep special reasons, the no-danger test, the 150–200-tonne XXL illustration and the 12-month recommendation attached to that file. The inför-ansökan page restates special reasons and the no-danger test.

Trafikverket’s BK page remains the 74-tonne paper. Keep BK1–BK4 figures and the extra vehicle conditions on that row. It is not an XXL paper. No cited source here publishes a named Swedish hall transformer-move week.

A matrix instead of a special-transport slogan

Draw one page with object rows and evidence columns. Ordinary limits, prescribed width or length exceptions, overweight dispens, XXL and BK4 are different rows. Ordinance chapter, dispenser, segment and tonne class are different columns. Empty cells stay empty. A BK4 combination does not fill the XXL cells.

Do not invent a named Swedish hall transformer-move week. Those remain different objects.

Common misreads

The first misread is to call every transformer move a special transport before checking chapter 4. Some combinations already fit the ordinary limits. The second is to treat BK4 as a substitute for a width or XXL dispens. BK4 is a 74-tonne bärighetsklass with extra vehicle conditions. The third is to file the dispens in the hall municipality when the route already crossed another municipality.

The fourth is to apply three weeks before an XXL move and call the 12-month sentence optional. The fifth is to treat inconvenience of splitting as odelbar last. The sixth is to treat a private-road owner consent as a public-road overweight dispens. The seventh is to invent a named Swedish hall crane week.

What to ask next

Ask whether the combination already fits Traffic Ordinance chapter 4, or which limit it exceeds. Ask whether the load is odelbar under chapter 13, section 4, and whether a TSFS 2023:36 or 2023:37 exception actually applies. Ask which dispenser owns the route — one municipality or Trafikverket’s starting region. Ask whether the move is L, XL or XXL, and whether the 12-month XXL recommendation already applies.

Then open the building-permits page and the transformer-spares page. If the haulier will not name the excess, the dispenser and the segment, record the gap. Do not fill it from a special-transport slide. This is orientation, not counsel.

  2. Has overweight been treated as optional because the load is odelbar?
  3. Has BK4 been treated as an XXL dispens?
  4. Has a three-week calendar been treated as enough for XXL?
  5. Has a hall move week been invented?

What this does and does not prove

This page proves that Sweden already publishes ordinary Traffic Ordinance limits, prescribed width and length exceptions, a dispenser split, L / XL / XXL segments with a 12-month XXL recommendation, and a BK4 74-tonne class.

It does not prove which combination a named Swedish hall will run. It does not invent a permit number. It does not open every BK4 road.

Empty cells stay empty. Until a later primary source names a Swedish hall transformer or crane move with a dated dispens and a route, the logistics clock stays a method, not a census.
