On-site generation versus a grid-only Nordic campus
Does a Nordic campus need its own generators as a designed operating source, or have you only been handed a backup-diesel slide and a grid-queue slogan? The Electricity Act (1997:857) writes a concession duty for electrical networks. Ordinance (2007:215) then lists the internal networks that can sit outside that duty. Energimarknadsinspektionen’s exemptions page, read on 12 September 2026, writes that a network inside a building is exempt under section 5, that a fenced area used for the holder’s own account is exempt under section 7, and that an industrial-area network is exempt under section 8 — and then writes that a production plant which only feeds the concessioned grid is not an industrial area. That production case is written exhaustively in section 22 a. The same page writes section 22 c as a buried low-voltage sharing network from a production or storage plant, either inside the holder’s property or between properties whose buildings each already have a concessioned connection. Svenska kraftnät’s 2 February 2026 notice, already in this register, reserved 3,695 megawatts of consumption and 1,170 megawatts of production through 22 förhandsbesked in 2025. Those are two national reservation rows. They are not a campus design and not a Kista invoice. The backup-generation page already owns emergency diesel and fuel storage. The BESS page already owns batteries. This page only asks whether the campus is grid-only consumption, an internal IKN network, or a named production object.

General orientation. Assess the specific project separately. Applies to: Readers testing an on-site generation slogan, an islanded-campus slide or a grid-only Nordic hall.
Reading order
Name the electrical object before you name a fuel. Write whether the file is a consumption connection only, an internal network that needs an IKN exemption, a production connection, or an emergency generator that is not designed as the operating source. The Electricity Act’s concession duty is the first statute door. Ordinance (2007:215) is the exemption list. Energimarknadsinspektionen’s page is commentary on that list. It is not a campus energy-balance.
Then classify the internal wires. A hall’s switchgear inside one building can sit on section 5. A fenced campus used for the holder’s own account can sit on section 7. An industrial-area network can sit on section 8, including where a road crosses the area. Ei writes that a production plant which only exports to the concessioned grid is not an industrial area and is not rescued by section 8. Mark- och miljööverdomstolen’s judgment of 23 December 2025 in case M 5211-25 is the dated illustration Ei cites for that split. A production-only line is a 22 a object.
Only then open the production and consumption queues as two rows. Svenska kraftnät’s 2025 principles paper already in this register keeps indication, förhandsbesked, reservation and allocation on separate clocks, and treats injection and withdrawal as different volumes. The 2 February 2026 notice publishes 3,695 megawatts of reserved consumption and 1,170 megawatts of reserved production. Those national rows are not a decision that a hall should install engines. The backup page already owns test hours and fuel volume. This page will not steal that file.

What grid-only and on-site actually are
A grid-only campus is a consumption connection plus the internal wires that move that consumption around the plot. The connection conversation sits with the network owner and, where the voltage requires it, with Svenska kraftnät. The 2025 principles paper says connection should first use an existing point and an existing distribution system. An IKN exemption, if one applies, is a concession paper. It is not reserved transmission capacity and not a transformer lead time.
On-site generation is a production object. It needs a fuel or a primary energy source, an environmental classification for that activity, and a decision about whether the electricity is used behind the meter, exported, or both. Ei’s section 22 a writes internal networks between production plants, storage plants, or both, that share one grid connection and are intended to inject all electricity onto the public network. Section 22 a also writes a short connecting line from production or storage to that common connection. Section 22 c writes a different object: a buried low-voltage network that shares self-produced or stored electricity inside one property, or between properties whose buildings each already hold a concessioned connection. Sharing is not exporting. Exporting is not sharing.
Island operation is a third sentence on Ei’s page, not a hall product. Ei’s commentary on the January 2025 IKN amendments, as relayed through the ordinance page, notes that an earlier wording risked excluding production networks in island operation, and that island networks are uncommon today. This page will not invent a Swedish islanded-campus month or a statutory megawatt at which a hall must generate. Svenska kraftnät’s reserved 1,170 megawatts of production in 2025 is a national förhandsbesked volume. It is not a campus engine rating.
Emergency generation stays on its own page. A test-run hour, a fuel-storage volume and a neighbour noise case are backup-file objects. They do not become operating-source objects because a slide says “on-site power.” A BESS that postpones final use of electricity is a storage object on the BESS page and, for IKN, can sit in the 22 a storage cells. Storage is not a consumption offer and not a production concession.
What named primary sources show
The Electricity Act shows the concession duty. Ordinance (2007:215) shows the exemption list. Energimarknadsinspektionen’s exemptions page shows sections 5, 7, 8, 22 a and 22 c, the sentence that production-only feed-in is not an industrial area, and the 23 December 2025 Mark- och miljööverdomstolen illustration in M 5211-25. Section 22 c shows the buried low-voltage sharing rule and the extra concessioned connection required when the network crosses properties.
Svenska kraftnät’s 2025 principles paper shows the connection order and the split between indication, reservation and allocation. The 2 February 2026 notice shows 3,695 megawatts of reserved consumption and 1,170 megawatts of reserved production. The indicative map remains a map. The backup-generation page and the BESS page remain the emergency and storage files.

Common misreads
The first misread is to treat a backup-diesel yard as on-site generation. Test hours and fuel volume sit on the backup page. The second is to treat an IKN exemption as a connection offer. An exemption is a concession paper. The third is to treat section 8 as a rescue for a production-only line. Ei and M 5211-25 put that line on section 22 a.
The fourth is to treat section 22 c sharing as export, or export as sharing. The fifth is to treat 1,170 reserved production megawatts as a campus design. The sixth is to print on-site generation as a faster Swedish path. No source here publishes that race.
What to ask next
If a brief prints a Nordic campus as self-powered, ask which named URL uses that sentence for a consumption connection, an IKN section, a production förhandsbesked or only a backup test hour. If the URL only shows a reserved national megawatt or a diesel rendering, the brief has already left the source.
Then open the grid-connection page, the backup-generation page and the BESS page. Those pages already own the consumption conversation, the emergency file and the storage object. This page only asks whether the production object is named.

What this does and does not prove
This page proves that Swedish primary sources already split consumption connections, IKN internal networks and production objects, and that reserved 2025 production megawatts are a national förhandsbesked row. It proves that a production-only line is not an industrial-area exemption.
It does not prove which design a named Nordic campus should choose. It does not invent an islanded-hall month. It does not treat emergency diesel as operating generation.
Empty cells stay empty. Until a later primary source names a Swedish campus’s production object with a dated paper and a boundary, the choice stays a method, not a census.
