Stockholm’s Akalla 4:8 minute is a Chapter 9 referral, not a 100 MW permit

On 26 March 2026 Stockholm’s Exploitation Committee approved a notification that the city would answer a consultation before a Chapter 9 Environmental Code application for a data centre and a combustion plant, total installed capacity 100 MW, on property Akalla 4:8. Approving a referral answer is not a permit.

The Exploitation Committee extract from 26 March 2026, §11, file E2026-00455, is the dated municipal source used here. The item is titled as an invitation to consultation before an application for a permit under Chapter 9 of the Environmental Code for a data-centre activity and a combustion plant, total installed capacity 100 MW, on property Akalla 4:8. The decision is that the committee approves the notification of a referral answer. The supporting paper is the Exploitation Office statement of 3 March 2026. A committee approval of a notification is not a Chapter 9 permit.

The megawatt sentence must stay an application-scope sentence. One hundred megawatts is the total installed capacity printed in the minute for the described activity. It is not a reserved grid offtake, not a commissioned hall and not a named operator campus. The minute does not name a tenant, a network agreement or a construction start.

The heat-and-station neighbours must stay neighbours. Stockholm’s earlier Akalla heat-recovery planning page and Ellevio’s indoor distribution station at Raseborgsgatan are different dates and different legal rows. This article does not merge a Chapter 9 referral with a station build or a heat-recovery invitation, and it does not attach a project identifier to the property number.

Why it matters

A City of Stockholm minute that prints 100 MW and the word data centre is easy to file as a granted Akalla campus. The March extract is usable only if the referral stays a referral — not a permit.

What remains unknown

The minute does not decide the Chapter 9 application, name an operator or attach a reserved grid offtake to Akalla 4:8.
