Enköping starts development project for a data centre at Ullunda

Enköping municipality has received a request to build a data centre on municipal farmland at Ullunda. On 30 September 2026 a committee of the municipal executive board told the land and development unit to run a development project up to the adoption of a detailed plan. The developer is not named. No power capacity is given.
The decision is item 93 in the minutes of the executive board's planning, land and development committee of 30 September 2026, case KS2026/829. The committee gave the land and development unit the task of running the development project up to the adoption of the detailed plan. The last day for appeals is 29 October 2026.
According to the minutes, the municipality has received an external request to establish a data centre on the property Ullunda 8:1>2. "There is a great need for data centres and strong demand in the Mälardalen region," the committee writes.
A memo dated 14 September says the land is owned by the municipality. It is to be planned for industry and public space. The boundary and area are to be set in the application for a planning decision and in a land allocation agreement. The land and development unit has signed a preliminary agreement with the developer, who pays the costs in the pre-study phase. A land allocation agreement may be signed directly with the counterparty when the planning decision is taken. Detailed-plan work is expected to start in the fourth quarter of 2026, provided a positive planning decision is granted.
The memo lists two risks for the site. The ground consists of postglacial clay, and a geotechnical survey is to show whether the heavy building needs deep foundations or piling. The land is farmed today. It is marked as a future housing area in the in-depth comprehensive plan for Enköping, but the municipality sees a risk that the county administrative board will review the detailed plan because of the national interest in farmland. An electricity capacity study is among the surveys that may be needed.
On 20 October the municipal executive board heard two briefings on data halls and very large power needs. The chief executive of the municipal energy company ENA Energi briefed the board on the agreement set-up with Conapto (item 252). The agreement has two parts, a cooperation agreement and a delivery agreement. A finished agreement is expected in early 2027. Vattenfall, E.ON and Svenska kraftnät briefed the board on power and capacity in the grid in the municipality and the region (item 254). The briefing was to show how a future establishment with a very large power need, at an overall and fictional level, could affect the grid.
ENA Energi's interim report for January to August 2026 says the company is studying the possibility of recovering waste heat from a planned data hall in Enköping. The company's board minutes of 22 September describe the Conapto project as "waste heat from data halls".
The municipal documents do not name the developer at Ullunda. They do not link the Ullunda project to the agreement with Conapto. The register keeps the two apart. No power capacity, investment or construction timetable for a data centre is given.
Why it matters
The decision starts a planning process for a data centre on municipal land in the Mälardalen region. The municipality itself names farmland and clay as risks. At the same time the municipal energy company is negotiating over waste heat from a planned data hall. It is the first project in Uppsala County in the register.
What remains unknown
The developer's name, the data centre's power capacity and grid connection, the size of the area, the investment and the construction timetable are not given. The documents read contain no decision on a planning application. Whether the Conapto agreement concerns the Ullunda site is not stated.
