EcoDataCenter reports construction start at Kvarnsveden; 250 MW is access at launch, not a commissioned hall

On 24 September 2025 EcoDataCenter said it had started construction of a mega campus at the former Kvarnsveden paper mill in Borlänge, with the first data center scheduled for completion in early 2027. The same notice says the campus will have access to 250 MW at launch, with potential to scale to 600 MW. Access and potential are not occupied IT load. The later Mistral partnership does not rewrite those figures.

EcoDataCenter’s 24 September 2025 notice is the dated construction-start source for Borlänge used here. It says the company has started construction of the new mega campus Kvarnsveden in Borlänge. The first data center at the site is scheduled for completion in early 2027. The municipal board chair is quoted welcoming a start soon after the site acquisition. Those sentences support a reported construction-start event. They are not a commissioning certificate for the first hall.

The power wording is access and potential. At launch, EcoDataCenter 2 in Borlänge will have access to 250 MW, with the potential to scale up to 600 MW. The notice does not define either figure as IT load, facility load, contracted import or occupied load. This register therefore stores the pair as announced access and expansion potential in the operator’s own headline. It does not add 250 to 600, and it does not add either number to Falun’s 41 MW.

The February 2026 Mistral partnership notice, already in this register, did not publish a Borlänge megawatt. That silence remains true of that notice. This earlier construction-start page is a different instrument and a different date. The correct editorial move is to keep both rows. Do not use the Mistral €1.2 billion envelope to confirm 250 MW, and do not use 250 MW to prove that Mistral’s 2027 opening has occurred.

Land is described as a 2024 acquisition of the former paper mill, plus an exclusive agreement signed in parallel with construction start to acquire additional land at the site. Additional land is not a second campus in this register. The municipal plan case for part of Kvarnsveden 3:392 remains a separate planning artefact. A plan identity is not the construction notice and not the Mistral contract.

Construction start is still a scope question. The notice says construction has started. It does not say which building, whether the first hall is in superstructure, or whether any hall is energised. Secondary reports of timber frames or later hall counts are not imported here without their own dated primary reading.

For a buyer the next documents are the current permit and inspection file, the written network-owner position behind “access to 250 MW,” the legal entity that owns the land, and a later source if the early-2027 completion is treated as delivered. If someone quotes 600 MW, ask whether they mean the potential sentence or an invented current total.

DataCenterSweden records 24 September 2025 as a reported construction-start event for the existing Borlänge project. The 250 MW and 600 MW wordings remain non-additive announced-access observations. The project does not jump to operational because a groundbreaking sentence exists.

Why it matters

Borlänge now has a dated construction-start source. The notice is decision-useful only if 250 MW stays labelled as access at launch and 2027 stays labelled as a first-hall target.

What remains unknown

The 24 September notice does not define the 250 MW boundary, does not document an energised hall and does not identify which building had started.
