Borlänge’s 29 January 2026 Kvarnsveden note is a planbesked, not an adopted plan

On 29 January 2026 Borlänge’s environment and planning board gave a positive plan notice for part of Kvarnsveden 3:392 and assigned a detailed plan. The applicant is EcoDC Borlänge AB. The notice lapses if a plan agreement is not signed within five years. A planbesked is not an adopted plan and not a new megawatt.

Borlänge’s 29 January 2026 board minute is the dated zoning-process source used here. Section 3 grants a positive plan notice for part of Kvarnsveden 3:392, assigns the planning unit to draw up a detailed plan, and says the positive notice lapses if a plan agreement is not signed within five years of the decision. EcoDC Borlänge AB is the applicant. A five-year lapse clause is a process fact. It is not a hall start.

The purpose sentence stays a height-and-rights sentence. The application seeks to test a higher permitted building height, a higher exploitation rate, and building rights on part of the current prickmark, with the intention of enabling data-centre operations. The board’s assessment is that a detailed plan should be prepared, can be handled under the standard Planning and Building Act procedure, is a smaller plan notice, and could be adopted in 2027. Could be adopted is an estimate. It is not an adoption.

The municipal plan page, last updated on 13 August 2026, is a later status line on the same case. Plan number 673. Status is processing ahead of review. Planned construction start is 2027. Planned construction start is the municipality’s wording. It is not a contractor start notice and not a new megawatt.

Named EcoDataCenter rows stay on their own papers. The September 2025 Borlänge groundbreaking, the Falun 41 MW report, the Smedjebacken land paper and the discontinued Östersund row are different dates and sites. A January planbesked does not rewrite those files.

DataCenterSweden records 29 January 2026 as a positive Kvarnsveden plan notice for EcoDC Borlänge AB. The next update would need a later primary source that names an adopted plan, a building permit or a construction start. Until then, 2027 stays an estimated adoption and a planned construction start — not live campus power.

Why it matters

A named EcoDC plan notice is easy to file as an adopted 2026 campus expansion. The January minute is usable only if the notice stays a planbesked and 2027 stays an estimate.

What remains unknown

The minute does not publish a megawatt, an adopted plan, a building permit or a documented construction start.
