Borlänge’s 24 September 2025 Hushagen paper is a SEK 200 million LOI, not 250 MW

On 24 September 2025 Borlänge said Fastighet AB Hushagen had signed a letter of intent to sell further Kvarnsveden industrial land to EcoDataCenter, with a bid of SEK 200 million. The same paper keeps land by the district-heat plant in municipal hands and names SEK 100 million of Borlänge Energi grid services over 20 years. An LOI is not a completed sale and not the groundbreaking access figures.

Borlänge’s 24 September 2025 municipal notice is the dated land-option source used here. Through Fastighet AB Hushagen the municipality has signed a letter of intent to sell further industrial land in Kvarnsveden to EcoDataCenter. The deal contains a bid of SEK 200 million. The notice says that corresponds to about SEK 1,000 per square metre of industrial land. A bid in a letter of intent is not a completed share purchase.

The money sentences must stay split. The LOI is described as a continuation of the 2024 transaction in which the municipality, through Hushagen, bought the Northvolt site in Kvarnsveden for SEK 500 million and at the same time sold parts of the land to EcoDataCenter. A new land deal would mean the municipality had in total sold land for SEK 675 million. The same notice says EcoDataCenter undertakes to buy electricity-network services from Borlänge Energi worth SEK 100 million over 20 years. Borlänge Energi’s 29 September 2025 companion repeats the SEK 200 million LOI and the SEK 100 million, 20-year grid-services partnership. Twenty years of network services is not a reserved import megawatt.

The municipality keeps named plots. It retains selected parts of the land bought from Northvolt, including the Disponentvilla, land adjoining Borlänge Energi’s district-heat boiler, and developable land at Kvarnsveden centre. Land by the heat plant is a retained municipal plot. It is not a signed heat-offtake contract.

Process and jobs stay issuer words. A final purchase agreement should be ready by 31 October 2025. That is the LOI timetable, not a later closing certificate. EcoDataCenter itself estimates about 500 jobs during construction and 200–300 permanent jobs in operation. Estimates are not a headcount. The same-day groundbreaking notice that stores 250 MW access at launch and potential to scale to 600 MW stays on its own row. This article does not import those megawatts into the land price.

DataCenterSweden records 24 September 2025 as a Hushagen letter of intent for further Kvarnsveden land. The existing Borlänge project identifier is attached. The next update would need a later primary source that names a completed sale or a heat contract for the retained plot. Until then, SEK 200 million stays an LOI bid — not 250 MW and not a finished conveyance.

Why it matters

A SEK 200 million land headline on groundbreaking day is easy to file as extra megawatts. The LOI is usable only if the bid stays a price paper and 250 MW stays on the construction row.

What remains unknown

The notice does not publish a completed purchase agreement, a heat-offtake contract for the retained plot, or a megawatt tied to the SEK 200 million bid.
