Project status definitions

Development stage is one axis: proposed, announced, development, construction, partially operational, operational, paused, cancelled, decommissioned. Grid wording stays in the network owner’s language. Permits stay per case type. A campus can be partially operational when some buildings run and others are still in construction — EcoDataCenter Falun is stored that way after the 2025 report.

When a label may be used

Operational requires a dated operator or official statement that the hall or region is open. Development is used for land or design work without a construction-start source. Hydro66 Boden is labelled operational only as an active operating-company presence; the facility page is still a gap.
