A national park is not a nature reserve — chapter 7 section 2 is a state-land decision

Reading order

Name the section 2 object before you name a green halo. A national park is a government declaration after Riksdag consent, on state land or water, with a landscape-type purpose. A nature reserve is chapter 7 section 4. Those are different desks.

Then keep the ordinance list and the annex map on their own rows. Ordinance section 1 names thirty-one parks and purposes. Section 2 points to annexes 1–31. SFS 2025:721 added annex 31 for Nämdöskärgården. A slide written against a thirty-park list is not a finding under the thirty-one-park list.

Then keep prescriptions, dispensation and neighbouring area-protection papers on later rows. Ordinance section 4 is Naturvårdsverket’s restriction desk. Section 5 is a county-board dispensation with special reasons. Natura 2000, biotope protection, species protection and the nature-reserve page already sit next door.

Then keep named project rows as geography. Microsoft, Falun, Horndal, SWE04 Sollefteå and evroc Arlandastad stay operator papers. This register does not publish a section 2 declaration or a section 5 dispensation for those cadastral units.

What a park, a prescription and a dispensation actually measure

A section 2 declaration measures a state-owned landscape object. The purpose sentence is about a larger coherent landscape type in a natural or substantially unchanged condition. It is not a municipal welcome and not a hall clearance.

The ordinance list measures named parks and named purposes. Section 1’s thirty-one rows are different objects. Nämdöskärgården’s purpose sentence is a Baltic sea-and-archipelago row. It is not a finding about Arlandastad. Section 3’s management row names the county board, with three published exceptions. That row is not a hall manager.

A section 4 prescription measures restrictions on use and on travel, stay and order. Naturvårdsverket issues them after giving the county board, the municipality and the Swedish Agency for Marine and Water Management a chance to comment, and Sametinget where reindeer husbandry or Sámi culture may be affected. A marketing sentence that “the park is far away” is not that prescription.

A section 5 dispensation measures special reasons at the county board. Environmental Code chapter 7 section 29 can still require government consent. The nature-reserve page already owns a different designation. Do not collapse the family into one green stamp.

What named primary sources show

Environmental Code chapter 7 sections 2 and 3 remain the statute. Nationalparksförordning (1987:938), read on 12 September 2026 as amended through SFS 2025:749, remains the dated list. SFS 2025:721 remains the annex-31 clock for Nämdöskärgården.

Naturvårdsverket’s nature-reserve process page remains the dated commentary that places national park and nature reserve in the same area-protection family as different objects. Named operator rows remain geography.

No cited source here publishes a project-specific section 2 finding, a section 5 dispensation or a reserved hall megawatt created by a green halo.

Common misreads

The first misread is to treat a green screening slide as a section 2 close-out. The statute asks for a government declaration on state land. The second is to collapse a national park into a nature reserve. Those are different chapter 7 objects. The third is to treat the thirty-one-row list as a hall clearance class.

The fourth is to treat a named campus town as proof that a hall already holds a dispensation. The fifth is to treat Nämdöskärgården’s Baltic purpose sentence as a finding about Arlandastad. The sixth is to invent a hall park metre. The seventh is to collapse this page into the nature-reserve page or the Natura 2000 page.

What to ask next

Ask which dated paper anyone is quoting — a section 2 declaration, an ordinance annex, a section 4 prescription, a section 5 dispensation or only a green halo — and which cadastral unit it names. Ask whether the neighbouring object is actually a nature reserve.

What this does and does not prove
