A 12:6 consultation is not a plan samråd — and not a C-notification

Reading order

Seat the Environmental Code row before any samråd slogan. Chapter 12 section 6 is a complementary notification. It applies where the measure may substantially alter the natural environment and is not already caught by another Environmental Code permit or notification. Write the desk, the date and the six-week clock on one line before you say nature was consulted.

Then keep the three supervisory desks on their own row. County administrative board, Forest Agency and the Armed Forces inspector are different inboxes. A municipal building committee is not that inbox. A plan samråd under Planning and Building Act chapter 5 is a different window, already owned on the samråd-versus-granskning page.

Then keep the 2001 handbook on its own row. NFS 2001:15 still applies. Naturvårdsverket is reviewing it during 2026. A 2026 review plan is not yet a replacement paper. Do not invent a new six-week exception from a slide that says the handbook is old.

Then keep named project rows as geography. Microsoft, EcoDataCenter Falun, Google Horndal, SWE04 Sollefteå and evroc Arlandastad stay operator papers. This register does not publish a 12:6 notification for those cadastral units.

• 12:6 is complementary. Another Environmental Code duty can already own the measure.
• The inbox is länsstyrelsen, Skogsstyrelsen or the Armed Forces inspector.
• The statutory start wait is at least six weeks unless the desk accepts another clock.
• Plan samråd and C-notification are different papers.

What a 12:6 notification and a six-week clock actually measure

The notification measures information to the supervisory authority. It is not a vote and not a reserved construction right. Naturvårdsverket says the desk can order measures or, where necessary to protect the natural environment, prohibit the activity.

The six-week clock measures a statutory earliest start after a timely notification, unless the desk accepts another clock. A late notification does not rewind earthworks that already started. A plan-samråd week is a different clock.

The complementary test measures whether another Environmental Code permit or notification already covers the measure. Water operations, environmentally hazardous activity and a Natura 2000 permit are later rows. If those papers already apply, this page does not invent a second start clock.

A bygglov measures a Planning and Building Act object. County-board information sheets used beside this register record that the two laws run in parallel. A granted lov is not a 12:6 close-out.

What named primary sources show

Naturvårdsverket’s 12:6 page remains the dated national commentary for the complementary duty, the three desks and the meaning of substantial alteration. The supervision-process page remains the dated commentary for orders, prohibition and chapter 31 compensation. NFS 2001:15, from 20 June 2001, remains the dated general advice, with a 2026 review still unfinished in the pages used here.

Environmental Code 1998:808 chapter 12 section 6 remains the statutory six-week paper. The C-notification page and the plan-samråd page remain neighbouring letterheads. Named operator rows remain geography.

No cited source here publishes a project-specific 12:6 notification, a six-week start decision or a reserved hall megawatt created by a we-consulted slide.

Do not invent a hall nature week from the 2001 handbook. Those remain statutory minima and complementary-duty facts from dated Naturvårdsverket pages.

Common misreads

The first misread is to collapse every Swedish samråd into one inbox. Plan samråd, 12:6 consultation and a C-notification are different papers. The second is to treat a granted bygglov as a 12:6 close-out. The laws run in parallel. The third is to treat the 2026 handbook review as if NFS 2001:15 had already been repealed.

The fourth is to treat a named campus town as proof that nature was already consulted. The fifth is to start earthworks on a we-notified slide that has no date. The sixth is to invent a hall nature week or a reserved megawatt. The seventh is to collapse this page into the Natura 2000 page or the C-notification page.

What to ask next

Ask which desk received the notification, which date it carries, and whether another Environmental Code duty already owns the measure. Ask whether a six-week slide has been pasted onto a plan samråd.

What this does and does not prove

This page proves that Naturvårdsverket already publishes chapter 12 section 6 as a complementary nature-consultation duty with a six-week clock and three supervisory desks — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall holds a 12:6 file. It does not invent a nature week for Horndal or Arlandastad. It does not treat a campus press note as a notification.
