Vattenfall’s 19 November 2025 Västra Götaland note is a DSO allocation to 2031, not a hall list

On 19 November 2025 Vattenfall Eldistribution said all of its withdrawal customers in Västra Götaland can now have their requested power met, and that demand and allocation now match through 2031. The match depends on named grid projects finishing on time. That is a regional-network process paper. It is not a data-center queue and not a Swedish west-coast hall.

Vattenfall Eldistribution’s 19 November 2025 notice is the dated DSO source used here. It says every withdrawal customer in Västra Götaland who has asked for a connection can now be offered one in the time they requested. Demand and allocation now harmonise through 2031. Harmonise is Vattenfall’s verb. It is not a list of named data centers and not an energization certificate.

The caveat sits in the same notice. Allocation of power assumes that the many grid projects under way in the region can be finished on time. Named examples are the lines Rösbacka–Hisingen, Lindome–Skalmered and Tranemo–Limmared. Beyond 2031, forecasts still point to high demand for connections. A match through 2031 is therefore conditional on those builds. It is not a permanent spare-power map.

How the match was made must stay visible. Vattenfall says it is investing SEK 8 billion in the coming years to strengthen and expand the grids in the region. It also says allocation is based on maturity and realistic energy analyses for each customer project. Some customers could reduce their needs after a finer analysis. Some projects were pushed later. Redistribution, not a new published megawatt total, is the mechanism described.

Named Swedish rows stay on their own papers. Svenska kraftnät’s county and bidding-area tables, Ellevio’s Gävleborg snapshot, Bahnhof’s Gothenburg bunker and the west-coast heat reading guide are different issuers and geographies. The next update would need a later Vattenfall paper that names a data-center split or a changed 2031 window. Until then, the match stays a process outcome for unnamed withdrawal customers — not reserved IT load.

Why it matters

A DSO sentence that ‘everyone can connect’ is easy to paste onto a municipal brochure. The November notice is usable only if 2031 stays conditional on named lines — and if no hall name is written into an untyped customer set.

What remains unknown

The notice does not split the allocated customers by data center, does not publish a megawatt total, and does not name a hall in this register.
