Vattenfall’s 21 October 2025 regional-network guidance is a fee-and-queue process, not a 2031 allocation

Vattenfall Eldistribution’s regional-network guidance, dated 21 October 2025, sets an investigation fee of SEK 150,000 plus SEK 1,000 per megawatt, capped at SEK 400,000, and puts a case on the waitlist from the fee-paid date. Preliminary allocation comes when future headroom is assessed; definitive allocation comes at the connection agreement. That PDF is not the November 2025 Västra Götaland match.

After a confirmation letter the customer is asked to pay an investigation fee of SEK 150,000 plus SEK 1,000 per megawatt, with an upper limit of SEK 400,000. The project receives a waitlist place from the same date if the fee is paid on time. The fee is not credited against the connection charge. A paid fee is not reserved import.

Allocation language on the same PDF must stay split. The waitlist holds applications that are mature enough but have not yet received a preliminary power allocation. Preliminary allocation happens when future headroom is judged to be available from Vattenfall and, where needed, Svenska kraftnät. Definitive allocation normally happens when the connection agreement is signed. Preliminary is not definitive.

Two take-up rules sit beside the fee. Power that will not be used within 12–18 months after the connection is ready must be staged. Before a connection agreement is signed, the required permits must have gained legal force. This PDF does not publish a two-month figure. This article will not invent one.

Named Vattenfall rows stay on their own papers. The 19 November 2025 Västra Götaland notice that demand and allocation match through 2031 is a later regional outcome. It is not this process PDF. Svenska kraftnät’s county tables and Ellevio’s Dalarna and Gävleborg snapshots are different issuers.

Why it matters

A DSO fee table is easy to read as a ticket to 2031 west-coast power. The October PDF is usable only if the waitlist stays fee-dated and the November Västra Götaland match stays on its own row.

What remains unknown

The PDF does not publish a data-center queue split, a reserved megawatt total, or a two-month processing figure.
