Vattenfall’s Hällmyran–Svartön note is a concession in legal force, not reserved Luleå hall power

Vattenfall Eldistribution’s Hällmyran–Svartön page says the concession for two new 150 kV lines was granted on 4 September 2026 and that the decision has gained legal force. Legal force is not reserved hall offtake.
Vattenfall Eldistribution’s Hällmyran–Svartön page is the dated concession source used here. It says the company has applied for a concession for these lines, that the application was granted on 4 September 2026, and that the decision has gained legal force. Legal force is a permission row. It is not a commissioned circuit and not reserved hall offtake.
The purpose sentence must stay a purpose sentence. The company plans to build two new 150 kV lines between a new network station at Hällmyran and a new station in the Svartön industrial area. The purpose is written as connecting Luleå industrial park on Svartön to the grid, where today’s steel production in Luleå is planned to switch from blast furnace and coking plant to a new integrated electric steelworks. That is printed steel-conversion language. It is not a named data-hall tenant and not a reserved hall megawatt.
The works sentence must stay a works sentence. Because of the planned line, detailed design has started and geotechnical and archaeological surveys have been carried out. Those surveys are written as finished in spring 2026. Finished surveys under a newly granted concession are not a live Luleå hall.
Related grid notes stay on their own pages. Svenska kraftnät’s Svartbyn–Hällmyran contractor note and other Norrbotten transmission rows are different dates, different voltages and different legal rows. This article does not import a 400 kV inland stretch or a printed hall campus into a 150 kV legal-force day.
DataCenterSweden records 4 September 2026 as Vattenfall Eldistribution’s legal-force day for the Hällmyran–Svartön concession. No project identifier is attached. The next update would need a later primary source that names the lines in service or a reserved consumption agreement beside Svartön. Until then, 4 September stays legal force — not reserved Luleå hall capacity.
Why it matters
A Luleå industrial-park 150 kV headline is easy to file as spare northern hall power. The September page is usable only if legal force stays legal force — not a reservation.
What remains unknown
The page does not put the 150 kV lines in service or name a reserved hall offtake beside Svartön.
