Varde council approved Krageris plan proposals on 20 April 2026; a proposal is not a final local plan

On 20 April 2026 Varde’s municipal council approved proposals for a local plan, a municipal-plan addendum and a wastewater-plan addendum for a sector-coupled data-center and greenhouse project at Krageris. The eight-week hearing ended on 25 June 2026. Final political treatment is later described as expected in September and October. That is Danish planning process. It is not a building permit and not SWE04.

Varde Municipality’s Krageris page is the dated municipal source used here. It says that at an extraordinary council meeting on Monday 20 April the council decided to approve proposals for a local plan, a municipal-plan addendum and a wastewater-plan addendum. There followed eight weeks of public hearing. That hearing ended on 25 June 2026. Approval of proposals is not the same sentence as a final local plan.

The same municipal page later publishes an expected calendar for final political treatment: committee dates in September and a public council meeting expected on 6 October. If politicians approve the plans, the planning basis is to be published with a four-week appeal period. After that, the developer must still apply for a building permit before erecting the data center and greenhouses. Starting during the appeal period would be at the developer’s own cost and risk. Those are process sentences. They are not construction certificates.

Area figures on the municipal page must keep their qualifiers. The project area is about 174 hectares. There is expected to be room for up to 225,000 square metres of data center and up to 475,000 square metres of greenhouses. atNorth is named as the main actor, in partnership with a circle of investors. Up to and expected are the municipality’s words. Square metres are not megawatts. This article does not import the 250 MW sentence from atNorth’s 2024 DEN02 announcement.

atNorth’s own 20 April 2026 note on its Varde page said the council had approved the local plan for Krageris with a large majority and that the project was now entering the public hearing period. Read beside the municipal page, that operator wording is a milestone claim about proposals. It does not close the later final vote. A 26 January 2026 ministerial planning permission, recorded on the same municipal page, allowed planning for a data center and greenhouses at Krageris. The municipality writes that the permission does not mean construction can start.

The October council date stays an expected calendar on the municipal page. The next update would need a later primary source that names a final plan, a building permit or a construction start.

Why it matters

An operator headline that a local plan is approved is easy to file as a construction go-ahead. The April municipal paper is usable only if proposal, hearing, expected October vote and building permit stay on separate lines.

The municipal page does not record a final local plan, a building permit, a megawatt figure or a Swedish site.
