Vaala started Nuojua–Järvikylä zoning on 22 January 2026; a plan start is not a Google hall

On 26 February 2026 Vaala municipality said Google had bought land for a possible data center if business needs require it. The municipal council decided on 22 January 2026 to start a partial master plan and a detailed plan for Nuojua–Järvikylä. The master-plan area is almost 900 hectares, of which about 380 hectares would be detailed-planned. That is Finnish zoning process. It is not construction and not Horndal.

Vaala’s 26 February 2026 notice is the dated municipal source used here. It says Google has bought a land area in the municipality for the construction of a possible data center, if business needs so require. If is the municipality’s condition. A land purchase plus a possible use is not a building permit and not a commissioning certificate.

The zoning instruments are named and early. The municipal council decided on 22 January 2026 to start partial master planning and detailed planning for the Nuojua–Järvikylä area. Zoning initiatives were published after the land deals. The master-plan area is almost 900 hectares, of which the detailed-plan portion is about 380 hectares. The area sits about six kilometres from Vaala’s centre, near Fingrid’s Nuojua substation, on both sides of highway 22. Hectares and a substation neighbour are geography. They are not reserved megawatts.

The intended use on the master-plan area is data centers and related activity, and the master plan is also meant to enable other land use, especially business. Before the land acquisition and the start of planning, Google commissioned nature, environment and terrain studies, including examination of a 25 percent nature-conservation reservation and opportunities to utilise waste heat. Studies and a conservation reservation are not a granted environmental permit and not a heat contract.

A later Google paper stays on its own row. The 9 September 2026 envelope already stored here names Hamina, Kajaani, Muhos and Vaala for 2027–2028. Restating that envelope does not turn January zoning into a 2027 hall. Horndal’s June 2026 groundbreaking is a Swedish construction event on a different paper. Vaala does not inherit it.

The next update would need a later primary source that names an adopted plan, a building permit or a construction start. Until then, 900 hectares remains a master-plan area for a possible campus.

Why it matters

A municipal welcome plus a hyperscale land purchase is easy to file as a zoned campus. The February notice is usable only if possible, master plan and detailed plan stay process words — and if 900 hectares is not rewritten as Swedish land.

What remains unknown

The municipal notice does not publish an adopted plan, a building permit, a megawatt figure or a construction start.
