Svartbyn–Hällmyran’s NCC award is a works-phase contract, not reserved Luleå hall offtake

On 5 March 2026 Svenska kraftnät said NCC Sverige AB had been awarded the Phase 1 collaborative works contract for the planned 400 kV lines between Svartbyn in Boden and Hällmyran in Luleå. A signed works contract is not a datacentre reservation.

Svenska kraftnät’s 5 March 2026 project note is the dated works-phase source used here. It says the design phase for the planned 400 kV lines between Svartbyn in Boden Municipality and Hällmyran in Luleå Municipality is ending, and that in March 2026 NCC Sverige AB was awarded the Phase 1 collaborative works contract. The signed contract includes earthworks and stringing with associated erection works. Planning of the lines was to start at once. A contractor award is not a commissioned line.

The concession sentence must stay a concession sentence. The network-concession application was sent to the Energy Markets Inspectorate in October of the previous year. Svenska kraftnät hopes for a decision in 2026. Construction start is also planned in 2026. The joint goal stated in the note is a commissioned line in 2029. Those are operator dates. They are not a hall agreement.

It describes two new 400 kV connection lines as part of the northern industrial transition, enabling increased offtake in the region and supporting transmission stability. It also plans a rebuild of the existing Svartbyn station and new stations around Hällmyran and Degerträsk. A later hub item says construction of the new 400 kV Hällmyran station, between Hällbacken and Bensbyn, began in 2026. Increased regional offtake is a transmission sentence. It is not a named campus queue.

Named neighbouring papers stay on their own files. Aurora Line, the Norrland-coast conditional-connection pilot, Svenska kraftnät’s reserved-connection tables and other Boden–Luleå industrial notes are different instruments and different dates. This article does not import a steel-mill or industrial-park megawatt from an older press notice. A lead-time pilot is not reserved hall power.

The next update would need a later primary source that names a granted concession, a commissioned 2029 line or a reserved hall offtake. Until then, 2029 stays a joint works goal — not reserved Luleå datacentre capacity.

Why it matters

A Boden–Luleå 400 kV works award is easy to file as reserved northern hall power. The March note is usable only if NCC’s Phase 1 contract stays a works contract.

What remains unknown

The fetched pages name an NCC Phase 1 award, a hoped-for 2026 concession decision and a 2029 goal. They do not print a reserved datacentre megawatt or a commissioned line.
