Stenkullen–Horred sits in the NCC west-coast package — construction waits on 2027 legal force

The 28 August 2025 hub note places the 51-kilometre renewal with NCC. A package award is not a first sod and not the Horred–Breared shovel already on this site.
Svenska kraftnät's Stenkullen–Horred hub, read on 12 September 2026, is the dated source used here. A 28 August 2025 note places the stretch in a Västra Götaland package with NCC. The line is printed as about 51 kilometres of 400 kV renewal in the existing alignment, through Lerum, Mark, and Härryda. A package award is not a shovel start, and it is not reserved west-coast hall offtake.
The same hub says construction starts only after a legal-force concession, planned in 2027, with commissioning and demolition of the old line in 2029. Those years stay a timetable. Planned 2027 legal force is not legal force in August 2025.
West-coast programme language — about forty Swedish miles of renewal from Skogssäter toward Sege — stays a programme sentence. It is not this 51-kilometre award by itself.
This note must stay a Stenkullen–Horred note. It is not the Horred–Breared first-sod paper already on this site, and it is not the Skogssäter–Ingelkärr corridor-marking paper.

Why it matters
The next west-coast 400 kV renewal now has a contractor wrapper, still waiting on a 2027-class legal-force step.
What remains unknown
Whether the 2027 concession lands on that clock, and when NCC actually mobilises, is not in the August 2025 award note.
