The Plenninge–Odensala government decision is a legal-force concession, not a 2029 hall energization

On 10 March 2026 Svenska kraftnät said the government on 26 February 2026 had rejected appeals against the Plenninge–Odensala concession, so the Energy Markets Inspectorate decision stands. Legal force is not a construction start.

Svenska kraftnät’s 10 March 2026 project note is the dated concession source used here. It says the government has now decided that Svenska kraftnät may build and operate the new lines between Plenninge and Odensala. The Inspectorate granted concession in January 2025. That decision was appealed on the Plenninge–Odensala and Mehedeby–Jälla stretches. On Thursday 26 February 2026 the government rejected the Plenninge–Odensala appeals, so the Inspectorate decision stands. A rejected appeal is not a tower in the ground.

The sibling-stretch sentence must stay a sibling-stretch sentence. Svenska kraftnät is still waiting for the government’s decision on Mehedeby–Jälla. For Bredåker–Jälla and Jälla–Plenninge the Inspectorate grants were not appealed, so those concessions have also gained legal force. The 10 March notice prints a preliminary construction start of 2026–2027 for the different stretches, stepwise commissioning in 2029–2031, and demolition of today’s 220 kV lines from 2027. Those are notice dates. They are not a 2029 hall reservation.

The hub sentence must stay a hub sentence. The Plenninge–Odensala hub describes two parallel 400 kV overhead lines between Plenninge in Uppsala Municipality and Odensala in Sigtuna Municipality, also passing through Knivsta Municipality. The Uppsala package is written to meet future electricity need in the area and as part of a larger investment package that raises transfer between northern and southern Sweden. That larger package stays a hub sentence. It is not the February 2026 NordSyd investment-pace notice.

Named neighbouring papers stay on their own files. Svenska kraftnät’s NordSyd investment-plan note, the Tierp Mehedeby plan-opinion and the reserved-connection tables are different dates and different legal rows. This article does not import a Tierp zoning paper into a Plenninge–Odensala legal-force day, and it does not treat Mehedeby–Jälla as decided.

The next update would need a later primary source that names a Mehedeby–Jälla government decision, a construction start or a commissioned 400 kV stretch. Until then, 2029–2031 stays a preliminary commissioning window — not reserved Uppsala hall capacity.

Why it matters

A legal-force day on the Uppsala 400 kV package is easy to file as spare Mälardalen hall power. The March notice is usable only if Plenninge–Odensala stays a concession — not a commissioned offtake.

What remains unknown

The notice does not decide Mehedeby–Jälla, start construction or reserve a named datacentre offtake on the Uppsala stretches.
