Svenska kraftnät’s Norrland-coast pilot is a conditional allocation tool, not a named hall queue

On 17 February 2026 Svenska kraftnät said a pilot of conditional connection agreements can bring forward capacity allocation on the Norrland coast to regional-network owners, by an amount it compares with three to four medium-sized cities of Uppsala’s size. A comparison is not a campus reservation.

Svenska kraftnät’s 17 February 2026 notice is the dated conditional-agreement source used here. It says a pilot project lets the authority bring forward capacity allocation on the Norrland coast by using the grid more efficiently. Conditional agreements are said to let Svenska kraftnät allocate more power to regional-network owners, so more customers can connect before new network measures are in place. An allocation tool is not a named offtake.

The comparison sentence must stay a comparison sentence. The notice says the increased power corresponds to consumption from three to four medium-sized cities of Uppsala’s size. That is Svenska kraftnät’s own comparison. It is not a reserved megawatt for a named hall and not a signed customer list. The authority will first apply conditional connection agreements in a number of pilots, to evaluate how the system can be used more efficiently.

The contract definition must stay a contract definition. A conditional connection agreement is described as a temporary measure so actors can connect before necessary network works are in place. The agreements contain agreed terms to limit and control injection to and offtake from the transmission grid at points where that is possible. The extra capacity can then be passed on by the underlying network companies to their customers. Those are TSO-to-DSO sentences. They are not a datacentre contract.

Named neighbouring papers stay on their own files. The same notice says Aurora Line was recently inaugurated and more than doubles possible offtake in the Luleå and Boden area. That already-in-service paper stays on its own docket. Svartbyn–Hällmyran, the reserved-connection tables and other Norrbotten industrial notes are different instruments. This article does not turn a regional-network allocation into a named campus queue.

The next update would need a later primary source that names a signed conditional point, a passed-on reservation or a commissioned offtake. Until then, three to four Uppsala-sized cities stay a comparison — not reserved coastal hall capacity.

Why it matters

A coast-wide conditional allocation compared with several cities is easy to file as reserved hall power. The February notice is usable only if the extra power stays a TSO-to-DSO tool.

What remains unknown

The notice does not name a regional-network owner, a signed conditional connection point, a reserved hall megawatt or a datacentre customer.
