Svenska kraftnät’s Horndal–Avesta autumn start is a 220 kV rebuild, not reserved Dalälven hall power

Svenska kraftnät’s 22 September 2025 Horndal–Avesta note says the government left the Energy Markets Inspectorate’s February 2024 concession in place in March 2025, so replacement of the western 220 kV line can start. A rebuild start is not reserved offtake around Avesta.

Svenska kraftnät’s 22 September 2025 works note is the dated Horndal–Avesta source used here. It says the Energy Markets Inspectorate granted a concession for the overhead line in February 2024, the decision was appealed, and the government said in March 2025 that there were no grounds to change that decision. Replacement of the existing line can therefore start. A rebuild start is not a reserved offtake.

The corridor sentence must stay a corridor sentence. The Horndal–Avesta hub writes two existing 220 kV lines whose main function is to supply the areas around Avesta, Krylbo and Forssjön. The western line, built for the most part in 1936, has reached the end of its technical life. Those are rebuild facts. They are not a hall agreement.

The contractor-and-timetable sentence must stay a contractor-and-timetable sentence. Zilinskis ir Co. was awarded the works in spring 2025. From mid-September the contractor and subcontractors start temporary roads to new pole sites and ground works for foundations, mainly under the existing line. The hub prints construction start in autumn 2025, the new line in service in autumn 2027 and demolition of the existing line in 2027–2028. Those are programme dates. They are not reserved megawatts.

Why it matters

An Avesta rebuild headline next to other Horndal papers is easy to file as spare Dalälven hall power. The September note is usable only if the 220 kV start stays a 220 kV start — not a reservation.

What remains unknown

The note does not put the new line in service, reserve a consumption agreement or name a hall offtake beside Horndal–Avesta.
