Svenska kraftnät’s 12 November 2025 paper is Aurora Line 1 in service, not a hall import

On 12 November 2025 Svenska kraftnät said Aurora Line was delivering: a 400 kV AC link from Messaure to Pyhänselkä, energised about a month ahead of plan. Regional offtake headroom around Luleå and Boden is stated as a rise from 345 MW to 745 MW. That rise is not a named campus reservation.
Svenska kraftnät’s notice dated 12 November 2025 is the dated interconnect-commissioning source used here. It says the current is being switched on and that Aurora Line is delivering. The link is a 400 kV alternating-current line between Messaure in Sweden and Pyhänselkä in Finland. Commissioning is not a data-hall ribbon-cutting.
The route and trade figures must stay route and trade figures. The notice says the line is 38 Swedish miles long, of which 18 are in Sweden, with 654 towers on the Swedish side. It says the volume that can be traded between the countries rises by more than 40 percent, and that this is 2,000 MW in both directions. Two thousand megawatts is interconnect transfer. It is not offtake reserved for a named operator.
The Luleå and Boden sentence stays a regional headroom sentence. The notice says withdrawal space in the Luleå and Boden area increases from 345 MW to 745 MW. Regional withdrawal space is a TSO planning row. This article does not attach that 400 MW step to a named hyperscale campus.
History stays history. Construction start is given as April 2018 and the government permit as October 2023. Energisation about a month early is the issuer’s schedule claim. Aurora Line 2 remains a different, later, paused planning file.

Until then, 345-to-745 MW stays regional withdrawal space — not a hall import.
Why it matters
A new Sweden–Finland 400 kV line next to Luleå is easy to file as campus power. The November notice is usable only if 745 MW stays regional headroom — not a named hall.
What remains unknown
The notice does not name a datacentre customer against the Luleå–Boden headroom. How much of the 745 MW is later reserved is a later paper.
