Svenska kraftnät: 3,695 MW of consumption reserved in 2025 via preliminary notices

On 2 February 2026 Svenska kraftnät said it issued 22 positive notices in 2025 for 3,695 MW of increased consumption and 1,170 MW of production. The authority’s own table says capacity is reserved when a preliminary notice is sent, and that actual allocation comes later with a signed connection agreement. Half of the new 2025 withdrawal applications were data centers. Reserved is not energised, and the reserved total is not a data-center total.

Svenska kraftnät’s 2 February 2026 notice is the dated source for the 2025 reservation year. It says the authority issued 22 positive notices for increased power, totalling 3,695 MW of electricity consumption and 1,170 MW of production. It also says the time to process and approve preliminary-notice applications has been cut by about one third in recent years. Those are process and reservation facts. They are not a list of named halls.

The notice’s own footnote on the 2020–2025 table is the load-bearing definition. Capacity is reserved when the applicant receives a preliminary notice, and the corresponding effect is then removed from the connection queue. Actual allocation happens later, when a connection agreement is signed. A slide that treats 3,695 MW as built Swedish data-center capacity is rewriting the authority’s sentence.

New demand in 2025 is reported separately. Forty-three new connection cases arrived, amounting to just over 13,000 MW of injection and just over 9,000 MW of withdrawal, of which half concerns data centers. That half-sentence is about new withdrawal applications, not about the 3,695 MW reserved consumption. Mixing the two rows invents a data-center reservation total the notice does not publish.

Queue reduction is a third observation. By the end of 2025 the injection queue had fallen by just over 10,000 MW to about 23,000 MW, and the withdrawal queue by just under 10,000 MW to about 32,000 MW, excluding offshore wind. Maturity requirements introduced in 2024 alone shrank the queue by 14,300 MW, mostly injection. A smaller queue can mean granted notices, active case management, referral to the right network level, or projects that were not mature. It does not mean a county has spare megawatts.

The connection portal still says that an installation should, as a main rule, connect at the lowest suitable voltage level and that most applicants therefore start with the local network owner. A reserved transmission-network figure does not replace that sequence for a plot in Kista, Horndal or Hamre. Indicative map bands remain a different artefact, as the existing grid-queue literacy note already records.

Named projects in this register are not identified in the 2025 reservation table. Do not assign 3,695 MW to Google, atNorth, EcoDataCenter or Microsoft. If a later project source publishes its own preliminary notice or agreement, that paper updates that project. The national year-total stays national.

What to ask next is which paper the file actually holds: an inquiry reply, a preliminary notice, a reservation, a signed agreement or an energization record. Then ask which network owner issued it. Svenska kraftnät’s 2025 year-note is useful background for that conversation. It is not a substitute for the property-level document.

Why it matters

2025 was a high reservation year on the transmission grid. The year is only usable in a hall file if reserved, allocated and energised remain different words — and if data-center applications are not treated as the reserved total.

What remains unknown

The notice does not name the 22 recipients, does not say how many reserved megawatts belong to data centers, and does not publish an energization date.
