Statnett’s Stemmen–Arendal–Bamble note is an NVE notification, not reserved Agder hall power

On 9 June 2026 Statnett said it had sent NVE a notification for a new 140-kilometre 420 kV line between Stemmen, Arendal and Bamble. A first-step notification is not a concession and not reserved offtake.

Statnett’s 9 June 2026 Stemmen–Arendal–Bamble notice is the dated notification source used here. It says Statnett is planning a new 420 kV line between the Stemmen, Arendal and Bamble transformer stations, and that a notification has been sent to the Norwegian Water Resources and Energy Directorate. A notification is written as the first step in the concession process. It is not a granted concession.

The geography sentence must stay a geography sentence. The stretch is written as 140 kilometres through twelve municipalities in Agder and Telemark, from Stemmen in Vennesla through Iveland, Birkenes, Grimstad, Arendal, Froland, Vegårshei, Tvedestrand, Risør, Gjerstad and Kragerø to Bamble station in Telemark. Statnett also plans to expand Arendal transformer station. Sweco prepared the notification on Statnett’s behalf. Those are route and station facts. They are not a reserved megawatt.

The timetable sentence must stay a timetable sentence. The project is written as planned from about 2031 to 2034, after the needed approvals and studies are in place. NVE is to set what must be studied further. A 2031–2034 window after studies is not a live Agder hall.

Why it matters

A 140-kilometre 420 kV Agder-and-Telemark headline is easy to file as spare southern-Norway hall power. The June note is usable only if the notification stays a notification — not a reservation.

What remains unknown

The notice does not grant a concession, start 2031 works or name a reserved consumption agreement beside the twelve municipalities.
