Statnett’s Skaidi–Lebesby investment day is a board decision, not reserved Eastern Finnmark hall power

On 19 March 2026 Statnett said it had taken the investment decision for a new 140-kilometre 420 kV line from Skaidi to Lebesby, with a printed cost estimate of 7,200–9,300 million kroner. An investment decision is not reserved offtake.

Statnett’s 19 March 2026 Skaidi–Lebesby notice is the dated investment source used here. It says Statnett has taken the investment decision for a new 420 kV line from Skaidi in Hammerfest Municipality to a new station in Lebesby Municipality. The Energy Department granted concession in August 2025 after an NVE recommendation. An investment decision is not reserved offtake.

The line sentence must stay a line sentence. The notice writes a 140-kilometre 420 kV circuit, planned largely in parallel with the existing 132 kV line. Lebesby station is to be gas-insulated with an environmentally friendly gas so as to limit the land take. Those are design facts. They are not a named hall tenant.

The money-and-timetable sentence must stay an estimate-and-programme sentence. When Statnett applied in 2020 the cost estimate was 1,550–1,740 million kroner. The new printed estimate is 7,200–9,300 million kroner. The notice points to changed solutions, a longer build because of concession conditions, and higher supplier prices. A detail plan is to go to NVE in May 2026. If permits are in place, construction is planned to start in 2027 and finish in 2032. Those kroner figures are estimates. They are not a hall price and not reserved megawatts.

Why it matters

A multi-billion-krone Finnmark 420 kV headline is easy to file as spare Arctic hall power. The March decision is usable only if the investment stays an investment — not a reservation.

What remains unknown

The notice does not approve the May 2026 detail plan, start the 2027 works or name a reserved consumption agreement beside Skaidi–Lebesby.
