Statnett’s April Skagerrak note is an NVE investigation programme, not a reinvested Denmark cable

On 30 April 2025 Statnett said NVE had set the investigation programme for a possible reinvestment of Skagerrak 1 and 2. A programme is not a concession application and not reserved southern-Norway hall power.

Statnett’s 30 April 2025 Skagerrak 1 and 2 notice is the dated programme source used here. It says that in the previous autumn Statnett sent NVE a notification with a proposed investigation programme for the two oldest power cables to Denmark, and that NVE has now set a programme with the topics that must be studied. A set programme is not a concession.

The decision sentence must stay a decision sentence. Only after the investigations will it be decided whether Statnett should send a concession application for reinvestment. The notice writes that a possible concession application would be ready at the earliest at the end of 2026, and that the Ministry of Energy makes the final decision on whether the cables are reinvested. An earliest-late-2026 application is not a live cable.

The hub sentence must stay a hub sentence. Statnett’s Skagerrak 1 and 2 project hub, a neighbouring file, writes that SK1 and SK2 are expected to remain in service until 2026, after which the risk of serious faults that take the links permanently out of service increases. The same hub prints an earliest concession application in 2027 and a cost estimate of 10–16 billion Norwegian kroner. Those hub sentences stay on the hub. They are not this April programme day, and they are not reserved hall offtake.

The next update would need a later primary source that names a filed concession application, a ministry decision, or a reserved consumption agreement beside Kristiansand. Until then, the April note stays a programme — not a reinvested Denmark cable and not reserved southern-Norway hall capacity.

Why it matters

An NVE programme headline on the oldest Denmark cables is easy to file as spare southern-Norway interconnect capacity. The April note is usable only if the programme stays a programme — not a reservation.

What remains unknown

The notice does not file a concession application, decide reinvestment or name a reserved hall offtake beside Kristiansand.
